Jiangsu's provincial industry and information technology authority announced on September 14 that it has launched a call for submissions of exemplary application cases in the commercial space sector. This initiative aims to stimulate homegrown innovation within the province's commercial space industry, accelerate the integration and expansion of cutting-edge technologies and products, and foster business models that can be replicated and scaled. The program aligns with the provincial government's broader strategy to promote high-quality development in the aerospace industry.

The application scope is structured around key commercial space application scenarios. The primary categories covered include satellite remote sensing, satellite communications, satellite navigation, space-based computing power, and other emerging directions. Applicants may select the category that best matches their project's practical application or propose entirely new use cases beyond the listed ones.

Eligibility requirements stipulate that applicants must be enterprises or institutions legally registered within Jiangsu Province, possess independent legal personality, and be engaged in commercial space-related business. They are required to maintain robust financial management systems and demonstrate sound operational performance. Additionally, applicants must have a clean compliance record, with no major or above safety, environmental, or quality incidents in the past three years, and no instances of serious credit violation. The province encourages system solution developers, particularly those focused on terminals and end-to-end solutions, to lead applications and collaborate with partners across the industry chain, including research institutions and upstream and downstream suppliers. The lead applicant should possess the capability to implement and operate the proposed commercial space application scenario.

All submitted information must be objective, factual, detailed, and precise, with any form of fabrication or exaggeration strictly prohibited. Application materials must comply with applicable national and provincial laws, regulations, policies, and standards, as well as intellectual property requirements. Submissions must not involve state secrets or commercial confidentiality and should be suitable for public disclosure. The proposed cases must align with national and provincial industrial development policies and be free of intellectual property disputes.

Projects submitted for consideration must have commenced on or after January 1, 2025, and be scheduled for completion by December 31, 2027. The cases should demonstrate strong potential for promotion, significant application scale, and clear social and economic benefits. The notice encourages applicants to have contributed to the development of international, national, industry, or group standards during their research, production, and application processes. It also encourages submissions that highlight products and technological solutions developed by Jiangsu-based enterprises and research institutions, particularly those achieving key technological breakthroughs or relying on provincial satellite constellation infrastructure to provide continuous, routine services.

Each applicant entity is limited to submitting no more than three cases. Applications must be completed using the required form, signed by the legal representative, stamped with the official company seal, and scanned for submission to the industry and information technology department of the applicant's local city. Companies listed on Jiangsu's "Pillar-Industry Strong-Chain" key enterprise roster may submit their application materials directly to the designated notification email address and mailing address.

Municipal industry and information technology bureaus are required to complete formal reviews and recommendations by September 21, 2026, forwarding both physical and electronic application materials to the provincial authority. The provincial department will then organize a review and refinement of the submitted cases, compiling the findings into a published collection titled "2026 Jiangsu Provincial Commercial Space Typical Application Case Collection." The department will also intensify promotional efforts for the selected cases, support eligible products in seeking recognition under relevant provincial innovation schemes, and consider providing policy backing for qualifying commercial space application cultivation projects in the future.
