Shaanxi Establishes Low-Altitude Economy Research and Testing Hub

As reported on August 7, the Shaanxi Provincial Development and Reform Commission announced the official launch of the Shaanxi Low-Altitude Economy Industry Research Institute and the Shaanxi Low-Altitude Equipment Joint Testing and Inspection Center. This event was witnessed by representatives from universities such as Xi'an Jiaotong University, Beihang University, Northwestern Polytechnical University, and Xidian University, along with over 60 enterprises in the low-altitude economy sector.

These two entities, collectively referred to as the "One Institute, One Center," were established under the guidance of the provincial Development and Reform Commission. They are built upon the research foundation of the provincial state-owned enterprise Shaanxi Electronic Information Group Co., Ltd.

The "One Institute" will leverage the province's industrial base and integrate the full-chain innovation resources of Shaanxi Electronic Information Group. It will collaborate with universities, research institutes, and upstream and downstream enterprises in the industrial chain. Its focus will be on technical research and breakthroughs in areas such as low-altitude communication and navigation, monitoring and surveillance, flight safety, intelligent networking, countermeasures, and flight management data centers. The goal is to create an integrated innovation platform combining "R&D and production, testing and inspection, collaborative innovation, and ecological operations." This will provide decision-making support for the province's low-altitude economy industrial layout, pilot projects, safety management, and industry chain coordination, effectively connecting the full chain from "technology R&D to product launch to market promotion."

The "One Center" will benchmark against advanced industry testing standards and integrate testing resources from universities and institutes. Operating under a "one center plus multiple branch offices" model, it will establish a one-stop joint testing and inspection platform. This platform aims to provide authoritative, efficient, and cost-effective testing, verification, and flight trial support for low-altitude equipment enterprises in Shaanxi and the broader western region.

Ma Yao, Deputy Director of the High-Tech Equipment Department at Shaanxi Electronic Information Group, explained that the "One Center" currently possesses a comprehensive testing and inspection system covering fields such as semiconductor devices, electronic components, electromagnetic compatibility, environmental reliability, and optoelectronic testing. It can provide testing services—including physical and chemical performance testing of components, board-level functional verification, overall machine performance testing, outdoor flight trial verification, environmental and reliability testing, and electromagnetic compatibility testing—for various low-altitude products. These products include low-altitude equipment, airborne communication navigation and surveillance devices, ground command and control base stations, aircraft core components, and intelligent flight control systems. In the future, the center will also deepen its low-altitude comprehensive support services, offering integrated support for R&D verification, quality inspection, airworthiness assistance, and technical consulting to all types of low-altitude equipment manufacturing enterprises.
