Wang Jiangping: Leveraging Credit Systems to Optimize Industry Management and Guide Healthy Competition

The 2026 Corporate Integrity Construction High-Quality Development Conference, jointly hosted by the China Enterprise Reform and Development Society and the China Cooperative Trade Enterprises Association, was held in Beijing on September 28. Wang Jiangping, a member of the National Committee of the Chinese People's Political Consultative Conference and former Vice Minister of the Ministry of Industry and Information Technology, attended and delivered a speech.

Wang Jiangping stated that integrity is the cultural foundation of Chinese business philosophy, the cornerstone of modern enterprises, and an important support for developing new quality productive forces and advancing Chinese-style modernization. He pointed out that as industrial transformation and upgrading continue to deepen, artificial intelligence is accelerating its evolution and permeating every sector of the national economy, while the rapid spread of digital technology has also brought about a series of integrity issues.

Wang Jiangping introduced that earlier this year he wrote a book titled "Shangshan AI: Warm Artificial Intelligence Governance," which contains his reflections and insights on the issue of technology for good during his time at the Ministry of Industry and Information Technology. The core idea is to create an artificial intelligence that is as benevolent as water. He emphasized that Shangshan AI advocates technology for good and innovation with integrity. The development of artificial intelligence must adhere to ethical bottom lines and business integrity, using technology to empower industrial development rather than using algorithms to create information barriers and fuel vicious competition.

Wang Jiangping pointed out that beyond the problems brought by artificial intelligence, homogeneous competition in traditional industries is also extremely fierce, with involution being very prominent. Malicious low-price competition, false advertising, breach of contract, and broken promises not only damage corporate reputation but also disrupt the industrial ecosystem and drag down innovation across entire industries. In particular, engaging in involution abroad deals a major blow to the international image of China's manufacturing sector. He believes that using integrity construction to regulate industrial order and optimize industry management, guiding industries from price-driven involution toward value-driven competition, has strong practical significance.

He stated that integrity construction is an important lever for enterprise reform and industrial governance, and enterprises are the main body of integrity construction. Collaborative governance of industry and industrial competition is an effective mechanism for preventing disorderly competition and resolving the involution of relentless low-price battles. When enterprises sacrifice product quality and delay payments to upstream and downstream partners in order to cut costs, it may seem like they have captured the market in the short term, but in the long run it squeezes R&D funding, overdrafts corporate image, and undermines supply chain recovery, ultimately causing declining returns for the entire industry. Improving the corporate integrity system means guiding enterprises to refocus their competition on technological innovation, quality improvement, and service optimization through reward for trustworthy behavior and constraints on dishonest behavior.

Wang Jiangping put forward four suggestions for corporate integrity construction:

First, embed integrity into corporate governance to solidify the foundation of trustworthy enterprises. Integrate credit management into the entire process of procurement, production, quality control, and contracts, and establish internal credit risk early-warning mechanisms. Central and state-owned enterprises should play a demonstrative and leading role, while large private enterprises should solidify their credit management foundations, hold the compliance bottom line, and eliminate short-term profit-driven dishonest behavior.

Second, leverage credit systems to optimize industry management and guide healthy industry competition. Give play to the role of industry organizations, promote integrity-based business codes, establish industry credit evaluations, use credit to differentiate enterprise operating standards, promote the building of credit partnerships along the supply chain, reduce information asymmetry, and construct a mutually trusting and collaborative industrial ecosystem.

Third, make good use of digital technology to empower credit management. Use big data to identify financial dishonesty risks, improve corporate credit files, standardize data collection and usage, and ensure information security. Use digital credit tools to lower transaction costs and help enterprises screen reliable partners.

Fourth, build a multi-party co-construction and co-governance credit ecosystem. Associations, credit service agencies, and enterprises should work together to promote integrity management standards, identify benchmark cases of trustworthy behavior, and create a development environment where integrity is rewarded and dishonesty is restricted, giving enterprises that uphold quality and pursue continuous innovation greater market space.
