On the 8th, it was learned that the Luoyang Market Supervision Administration, in conjunction with the Luoyang Finance Bureau, has issued the "Administrative Measures for Special Funds for High-Quality Development of Intellectual Property in Luoyang City" (hereinafter referred to as the "Measures"). The aim is to further standardize the use and management of special funds, effectively enhance the capabilities in intellectual property creation, utilization, protection, management, and service, vigorously stimulate innovation across society, optimize the business environment, and provide solid support for Luoyang's construction as a national demonstration city for strong intellectual property.

The "Measures" specify that the intellectual property referred to includes only patents, trademarks, geographical indications, integrated circuit layout designs, and data intellectual property. The special funds adhere to the principles of transparency, merit-based support, scientific management, and dedicated use. They apply to entities and individuals within the city's administrative region, as well as external institutions serving entities and individuals within the city.

Regarding the scope and standards of support, the "Measures" provide systematic regulations across five aspects: intellectual property creation, utilization, protection, management, and service.

In the creation phase, projects awarded the China Patent Gold, Silver, or Excellence Prize will receive maximum rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Projects included in the national high-value patent cultivation program may receive up to 200,000 yuan per item. For newly obtained national geographical indication protection products, national geographical indication trademarks, or regional trademark brands, the maximum reward is 200,000 yuan per item.

For the utilization phase, enterprises that use intellectual property for pledge financing and repay principal and interest on time will receive a subsidy of up to 20% of the actual payment costs, with a maximum of 300,000 yuan. Patent navigation projects and intellectual property analysis and evaluation projects will receive a subsidy of up to 50% of the actual cost, with a maximum of 200,000 yuan per item. Products first recognized as annual patent-intensive products will receive a reward of up to 10,000 yuan per product. Units leading the issuance of intellectual property securitization products will receive a subsidy of up to 2% of the actual issuance amount, with a maximum of 2 million yuan per issuance.

In the protection phase, domestic intellectual property rights protection cases will receive aid of up to 50,000 yuan per case, while foreign-related cases will receive up to 300,000 yuan per case.

For the management phase, nationally recognized intellectual property demonstration enterprises will receive a maximum reward of 150,000 yuan. Enterprises passing the international standard evaluation of "Innovation Management—Intellectual Property Management Guidelines (ISO 56005)" will receive a maximum subsidy of 100,000 yuan.

In the service phase, entities recognized as national industrial intellectual property operation centers or national intellectual property information public service网点 will receive maximum rewards of 200,000 yuan each.

The "Measures" also clarify the application procedures, requiring project entities to strictly comply with financial regulations and systems. Misappropriation, diversion, withholding, or retention of special funds is prohibited. Entities found engaging in fraudulent activities or misappropriating funds will be barred from applying for financial support for three years. Any disbursed funds will be fully recovered in accordance with the law, and criminal liability will be pursued if suspected of crimes.
