The National Healthcare Security Administration (NHSA) has initiated a three-year action plan in 2025 aimed at improving the efficiency and quality of fund settlement processes, actively streamlining procedures and significantly reducing the settlement cycle. By May 27, 2026, all coordinating regions across the country had fully completed the settlement of funds for the 2025 fiscal year. Notably, 154 coordinating regions had already finalized the settlement for the previous fiscal year by the end of March.
Data reveals that for medical expenses incurred by insured individuals at designated medical institutions in 2025, the healthcare fund disbursed a total of 2.74 trillion yuan. In terms of the disbursement structure, monthly settlement payments amounted to 2.60 trillion yuan, accounting for 94.7% of the total disbursed amount; annual settlement payments totaled 0.14 trillion yuan, representing 5.3% of the total. The proportion of annual settlement has decreased by nearly 3 percentage points compared to three years ago. This indicates that a substantial portion of healthcare funds is now disbursed to designated medical institutions during routine operations, with settlement funds arriving ahead of schedule, significantly alleviating the operational pressures on these institutions.
The healthcare fund system emphasizes both "rapid settlement and payment" and "strict scrutiny and oversight." In 2025, healthcare administrative agencies nationwide conducted comprehensive reviews of expenses declared by designated medical institutions, utilizing a combination of intelligent and manual auditing. Throughout the year, deductions from these audits accounted for 1.4% of the total amount claimed by the institutions. This mechanism has played a crucial role in effectively controlling unreasonable medical expenditures, enhancing compliance awareness among healthcare service providers, and safeguarding the public's "medical treatment funds and life-saving money." It has accelerated the settlement pace while simultaneously reinforcing the "firewall" for fund security.
