"After applying for cross-district relocation at the Xiushan market supervision department, we quickly received guidance on relocation procedures from the Xiushan tax authorities. This made many pre-relocation tasks much clearer for our company," said Xu Xiaolin, financial director of Chongqing Yibixing Trading Co., Ltd. (hereinafter referred to as "Yibixing Trading"). Recently, to expand its business, the company planned to relocate from Xiushan County, Chongqing, to Yibin City, Sichuan Province. This tax-related experience deeply impressed Xu with the convenience of pro-business policies, serving as a vivid example of Chongqing's efforts to enhance tax efficiency through fee reductions and streamlined processes.

In recent years, Chongqing's tax authorities have driven the full release of tax and fee reduction policies through dual efforts of "reducing burdens" and "simplifying procedures," significantly improving tax payment efficiency. This has injected strong "tax momentum" into alleviating difficulties and boosting confidence for market entities across the mountainous city.

**Cross-District Tax Services Ease Burden for Taxpayers** As a growing startup, invoice quotas are crucial for Yibixing Trading. "Newly established companies typically have an invoice quota of only RMB 500,000. We were initially concerned that relocation might force us to reapply for a lower quota, affecting sales in the coming months," Xu admitted. However, after completing the relocation in early June, the company retained its monthly invoice quota of RMB 2.5 million, ensuring a smooth transition and greater confidence in business expansion. The company has since resumed normal operations and signed sales contracts with new clients.

Traditionally, cross-regional—especially interprovincial—tax procedures have been time-consuming and cumbersome for many taxpayers. To address this, the State Taxation Administration upgraded services such as "cross-region processing," "nearby processing," and "nationwide universal processing." In April 2024, Chongqing's tax authorities launched a "remote virtual window" on the electronic tax platform, enabling visual interactions between taxpayers and tax officers from other provinces or districts through remote identity verification, document transfers, audio-video communication, and screen sharing—without altering enforcement authority, personnel permissions, or procedural requirements.

According to a Chongqing Taxation Bureau official, all 44 district-level tax authorities in Chongqing have now established "remote virtual windows," while physical service centers offer dedicated cross-regional processing counters. Taxpayers can handle nationwide tax matters online or offline, enjoying more convenient, standardized, and efficient services. Data shows that from January to September this year, Chongqing's tax authorities handled 33,900 cross-regional interactions and processed 94,600 cross-regional tax transactions via the virtual window.

To further streamline relocation procedures, Chongqing's tax authorities proactively collaborated with market supervision departments to share registration data. Based on relocation information provided by market regulators, they guide taxpayers through pre-relocation tax procedures via the electronic tax platform, clarifying questions like "where to go," "how to proceed," and "what to prepare." Statistics reveal that 310 taxpayers successfully completed interprovincial relocations in Chongqing from January to September, with average processing times shortened by 5–10 days. Eligible companies can now relocate on the same day.

**Smart Self-Check Improves Declaration Accuracy** Beyond cross-district services, tax declaration—a fundamental obligation for taxpayers—poses challenges for many SMEs. This year, the State Taxation Administration piloted an intelligent self-check service for tax declarations in multiple regions. As a pilot unit, Chongqing's Jiangbei District, Bishan District, and Xiushan Tujia and Miao Autonomous County tax authorities began promoting the service in August. By September, 12,047 taxpayers in these pilot areas had used the self-check feature, with the system flagging 646 irregularities and prompting 465 corrections.

In September, Mr. Zhang, a financial officer at Chongqing Xuansheng Footwear Co., Ltd. in Bishan District, received an alert during an electronic tax platform self-check: "Line 2 ('Operating Costs') in your A200000 form does not match the 'Operating Costs' cumulative figure in the同期 profit statement. Please verify." Upon review, Zhang realized he had mistakenly included some period expenses as operating costs, leading to the discrepancy. He promptly corrected the error, averting potential penalties.

"'Smart Self-Check' automatically compares declaration data, saving small businesses like ours significant manual verification time," Zhang noted. The feature, developed under the principles of digitalization, intelligence, and scenario-based services, replaces traditional manual checks with automated data validation to enhance declaration accuracy and convenience.

Xu Hao, head of Chongqing Taxation Bureau's Tax Collection and Technology Development Department, explained that previously, taxpayers had to manually verify declaration data, often leading to oversights and risks. Tax authorities relied on post-facto audits and manual reminders, which were labor-intensive and slow to detect issues. Late corrections could result in late fees and credit score deductions.

According to Xu, the "Smart Self-Check" function automatically cross-checks data during declaration, quickly identifies anomalies, and generates alerts—reducing taxpayers' self-review burdens while easing workload pressures on frontline tax officers, benefiting both sides.
