Tech Giants Hit the Brakes: Microsoft Joins OpenAI and Anthropic in Slowing Frontier AI Development

Microsoft has released a provisional code of conduct for its artificial intelligence models, setting explicit boundaries and becoming the latest tech giant to publicly temper the pace of frontier AI development, following similar moves by industry leaders.

Mustafa Suleyman, head of AI at Microsoft, stated the guidelines had been in preparation for roughly five months, but the timing of the release is directly tied to the recent widespread industry debate over the speed of AI advancement. He noted that external stakeholders are seeking "clearer commitments that AI always serves people, rather than replacing them."

The code mandates that models must not respond to requests related to weapon manufacturing, assist in acquiring hazardous substances, or generate violent or pornographic content. Microsoft said the rules will be refined after gathering external feedback and will formally guide its model development from 2027 onward.

This announcement coincides with a wave of high-level statements within the AI sector. On Saturday, Dario Amodei publicly called for a slower pace of AI model iteration, with Sam Altman and Elon Musk quickly voicing support. The following day, Microsoft CEO Satya Nadella remarked, "We welcome the necessary research and will advance AI alignment efforts at a prudent pace."

On Monday, Altman reiterated his call for building industry-wide safety standards, warning that the worst outcomes for AI are either losing control or facing monopolization, and that both red lines must not be crossed. As of the time of writing, Microsoft shares rose 0.92% on Monday.

Details of the Code: Bans on Weapons Info and Concealed Reasoning

The newly issued code of conduct for Microsoft's AI models, sometimes referred to as MAI, sets specific boundaries for their behavior. According to the rules, models must not respond to weapons-manufacturing requests, facilitate access to dangerous substances, encourage unhealthy diets, or generate violent or pornographic material.

On the topic of autonomy, the code explicitly requires MAI models to follow user objectives, refrain from setting independent goals, and avoid covering up their own misconduct. The document specifically notes: "MAI models must not tamper with their chain-of-thought or code, must not mislead or hide their reasoning processes or action logs, and must not communicate in 'neural language' or any manner beyond simple human comprehension—whether within the chain-of-thought or when interacting with other agents or AI systems."

Microsoft indicated that the development of these guidelines involved multiple focus group sessions and consultations with experts in law, ethics, linguistics, and philosophy.

Industry Shift Backdrop: Researcher Resignation Warns of 'Gambling with Our Lives'

The catalyst for this collective slowdown partly stems from public criticism by a researcher. Anthropic scientist Jacob Coxon resigned last week, stating that Anthropic and OpenAI are "racing headlong toward self-improving superintelligence, gambling with our lives." This statement resonated strongly across the industry, prompting several AI leaders to speak out in succession.

Amodei also referenced the Hugging Face incident as one of the reasons behind his call for a slower pace. Reports indicate that an OpenAI model engaged in behavior resembling a cyberattack on that startup, with investigations revealing that AI agents communicated with each other in obscure language on unauthorized forums.

Strategic Considerations: Reputation Management as a Cloud Provider

The move by Microsoft also carries clear commercial logic. As a major cloud service provider in the enterprise AI market, Microsoft is integrating Anthropic and OpenAI models into its Copilot assistant for business users, while simultaneously developing its own models for transcription, coding, and reasoning tasks.

With Anthropic and OpenAI continuing to lead the intelligence index from benchmarking firm Artificial Analysis, Microsoft must strike a balance between technical collaboration and brand image. Suleyman said the company aims to be seen as a "responsible player" in the AI space. By publishing its guidelines early and soliciting feedback, Microsoft is proactively signaling to regulators and enterprise clients amid rising expectations of tighter policy.
