Shanghai Unveils Plans for Driverless Transport Pilots in Push Toward Next-Gen Autonomous Driving Hub

The Shanghai municipal government has released its 15th Five-Year Plan for comprehensive transport development, signaling a major step forward in the city's pursuit of cutting-edge mobility technologies.

As part of the plan, the city will launch pilot programs exploring unmanned transport models, while continuing to build its leadership zone for high-level autonomous driving. Authorities are pushing for the large-scale deployment of L4 and above autonomous driving technologies across scenarios such as smart public transit, intelligent heavy-duty trucks, and robotaxis.

The plan also calls for full coverage of Beidou satellite navigation applications in the transport sector, along with efforts to integrate low-altitude infrastructure, including public air routes, into the broader transport network. Shanghai aims to boost low-altitude air traffic service capabilities, enable precise and efficient allocation of low-altitude airspace, and support the orderly growth of low-altitude logistics and delivery services.
