North China Municipality Initiates 2026 Capacity Price Bidding with 4 Billion kWh Target

On September 9th, the Tianjin Municipal Development and Reform Commission published the official notice concerning the 2026 capacity-based electricity price bidding for new energy projects. The total capacity mechanism volume for the year has been set at 4 billion kilowatt-hours. Should the combined declared volume from participating new energy projects fall short of 5 billion kilowatt-hours, the total capacity volume will be automatically adjusted to 80% of the declared aggregate amount. The upper bidding limit is capped at 0.32 yuan per kilowatt-hour, with no floor price established, and the execution period for the capacity price is set for a duration of 10 years.

Two days later, on September 11th, State Grid Tianjin Electric Power Company released the formal organization announcement for the 2026 competitive bidding process. Eligible participants include wind and solar power projects that are scheduled to achieve full operational status, meaning complete grid connection with no additional capacity to be added thereafter, by December 31, 2027. This encompasses incremental wind and photovoltaic initiatives that have not previously been integrated into the capacity mechanism scope. Distributed generation projects are permitted to engage in the bidding process through authorized agents, with each project allowed to select only one agent per bidding session. These agents must be registered and verified with the power trading institution, possessing full trading eligibility, and are required to maintain a formal entrustment agreement with the project owner. Furthermore, no single agent may represent more than 2% of the total annual capacity bidding volume in any given session.
