Leveraging the Yanyun Infinity data intelligence platform, the project standardized the modeling of massive government policies, application materials, and approval rules. It built a Zhangzhou-specific local government knowledge base of nearly 30 million characters. Using the Qwen3 large model, it fine-tuned a vertical government AI brain, supporting intelligent Q&A, material pre-screening, and precise intent recognition of citizens' requests. The platform's workflow orchestration, combined with a unique Workflow+ReAct hybrid architecture, enables the core "ask and process simultaneously" function. During a conversation, the system auto-fills forms and retrieves electronic certificates, simplifying multi-page navigation and multi-document uploads into a single conversational process.
Yanyun Cortex is an AI engine designed for enterprise closed systems. It reconstructs the logic of system operations and actions, allowing AI to "understand" data and "operate" systems. Using the Yanyun Cortex semantic engine, the project reconstructed the logic of business systems, transforming closed approval systems into standardized, AI-callable execution units. This enables AI not only to interpret policies but also to autonomously drive the entire business processing workflow, breaking the common industry challenge of "separating Q&A from actual processing."
