Data Center Surge Drives Up Power Demand, US Largest Regional Grid's Capacity Auction Totals $16.4 Billion

Data released by the independent market monitor for the United States' largest regional grid operator, PJM Interconnection, shows that robust electricity demand from data centers significantly increased the total cost of its latest concluded capacity auction to $16.4 billion. Of this total, costs directly attributable to data centers amounted to $6.3 billion, representing a substantial 38%.

The figures indicate that across PJM's most recent four base capacity auctions, cumulative capacity costs triggered by data centers have reached $29.4 billion. This sum accounts for approximately 46% of the total $63.6 billion in capacity costs incurred during that period. Due to the sharp rise in power load from data centers, this latest auction marked the third consecutive instance where the system failed to meet its reliability standard for power reserves, resulting in a supply shortfall of about 6.8 gigawatts (GW).

To prevent extreme volatility in electricity prices, PJM continued to implement a price cap mechanism, approved by the Federal Energy Regulatory Commission (FERC), for this auction. The clearing price reached the established ceiling of $325 per megawatt-day. According to PJM's calculations, without this price cap in place, the average clearing price across the grid would have surged to $554.72 per megawatt-day, and the total auction cost would have nearly doubled to close to $30 billion. This would have directly and significantly increased end-user electricity costs.

Addressing the current situation where data center power demand is straining public grid resources and pushing up residential electricity rates, the president of the market monitor, Joseph Bowring, stated that for data centers unable to deploy their own generation units, PJM should establish a separate procurement auction mechanism through 15-year long-term contracts. This would isolate the associated capacity costs from general electricity consumers.

Currently, the PJM Board is developing a supplemental procurement plan specifically targeting data centers. The plan is scheduled for submission to the Federal Energy Regulatory Commission for approval this month. An emergency procurement auction is also planned to commence in September of this year, aiming to address the current power supply shortfall and further rationalize the cost allocation mechanism.
