China's Commerce Ministry Criticizes EU Wind Power Investigation, Urges Immediate Correction of Discriminatory Practices

China's Ministry of Commerce has expressed serious concern and strong dissatisfaction with the European Commission's recent announcement to initiate an in-depth investigation into Chinese wind power enterprises under the Foreign Subsidies Regulation (FSR). The spokesperson characterized the move as distinctly targeted and discriminatory. The investigation broadly defines "foreign subsidies" and suffers from numerous issues, including insufficient evidence for case initiation and a lack of procedural transparency, representing a classic case of protectionism disguised as "fair competition."

In January 2025, following its own investigation, China's Ministry of Commerce legally determined that the EU's related practices constitute trade and investment barriers. The EU has not only failed to correct these actions but has continued further down this erroneous path. Chinese companies in the green energy sector, such as wind power, rely on continuous technological innovation, a robust industrial system, and full market competition to provide high-quality green products for global climate change efforts, making positive contributions.

The EU's abuse of investigative tools severely disrupts mutually beneficial China-EU industrial cooperation, undermines the confidence of Chinese enterprises investing in Europe, and will delay the green transition process both within the EU and globally. China consistently advocates for resolving differences through dialogue and consultation and opposes the politicization and over-securitization of economic and trade issues.

The Ministry urges the EU to immediately correct its mistaken practices and to exercise caution in using the unilateral FSR investigation tool, thereby creating a fair, just, and predictable market environment for China-EU cooperation. China will closely monitor subsequent developments and take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese enterprises.
