Baiyin's New Workforce Emerges as Key Player in Community Governance

Food delivery riders use "quick snap" reports to flag safety hazards, while couriers assist neighborhoods with policy promotion and ride-hailing drivers actively participate in citywide civilized behavior campaigns. In Baiyin, these new forms of employment are transforming workers into "mobile monitors" and "roving sentinels," playing vital roles in grassroots governance. Since last year, Baiyin has strengthened Party-building guidance, optimized service support, and created engagement platforms to integrate Party development with the governance of new employment groups, offering robust support for their involvement in community-level administration. The city has built a multidimensional service network combining online and offline resources, making support services easily accessible. Offline, 551 "friendly spaces" such as community centers and hospitals have been established, along with 55 Party-mass service centers and "red stations" designed for emerging sectors, providing services like emergency charging, rest areas, meals, and policy consultations over 1,300 times for groups including delivery riders and truck drivers. Online, platforms such as "Gansu Party Construction" and "Longyuan Red Transport" offer policy updates, road condition inquiries, and feedback channels. The 12328 transport service hotline has been enhanced with a rapid response mechanism, efficiently addressing 116 cases raised by truck and ride-hailing drivers. Additionally, a four-tier feedback system—from individual to Party committee—has been established, pairing 520 Party members and cadres with new employment workers to resolve 122 pressing issues, including rights protection, license processing, and children’s school enrollment. Special campaigns to improve labor rights have handled 10 wage arrears cases and mediated 5 labor dispute arbitrations. Initiatives like care packages and holiday visits continue to boost the workers' sense of fulfillment, security, and belonging. So far, 530 couriers, delivery personnel, and truck drivers have registered with local communities as "part-time grid managers," routinely conducting safety inspections, supporting civilized city initiatives, and promoting policies. They have submitted 1,128 reports on potential hazards and social conditions, becoming essential contributors to a cooperative, participatory governance model.
