Germany Assumes Trusteeship of Rosneft Subsidiaries to Secure National Energy Assets

Berlin is moving to establish long-term control over German assets owned by Rosneft. The German government has placed the Russian oil company's local subsidiaries under state trusteeship.

Following the outbreak of the Russia-Ukraine conflict, the German government secured the authority to take control of these assets.

To maintain energy security, the trusteeship arrangement must be renewed every six months. However, this has created significant uncertainty, particularly for the PCK refinery in Schwedt, which supplies a large portion of Berlin's fuel.

The latest action aims to establish a structural solution. The measure places Rosneft Deutschland (RDG) and RN Refining & Marketing (RNRM) under the control of Germany's Federal Network Agency, the national energy regulator.

The regulatory body will assume control of the PCK refinery in Schwedt, the MiRO refinery in Karlsruhe, and a refinery in Bavaria.

The European Commission approved the new trusteeship system earlier this month.

Rosneft Deutschland is one of Germany's largest oil processing companies, accounting for 13% of the country's refining capacity.

In a press release, Germany's Federal Ministry for Economic Affairs stated that "ensuring security of supply" is the "primary objective" behind all government actions regarding Rosneft Deutschland.
