On September 8, the inaugural meeting of the Chenzhou Low-Altitude Economy Industry Association, along with its first member conference, was successfully convened. This marks the establishment of an "industry alliance" dedicated to integrating resources and fostering collaborative operations for the city's low-altitude sector. The meeting began by announcing the official approval document from the Municipal Civil Affairs Bureau, permitting the association's formation.

Attendees reviewed and approved the association's charter, member management regulations, and membership fee standards. They also elected the members of the first board of directors and supervisors. During the first board meeting, He Hualong was elected as the inaugural president. Subsequently, plaques were awarded to the president, vice presidents, secretary-general, and supervisory units.

As the industry's supervisory authority, the Municipal Development and Reform Commission presented four key expectations for the association's work: to establish a "direct channel" for government-enterprise dialogue, to weave a "unified network" for industrial collaboration, to create a "platform for innovation challenges" in application scenarios, and to tighten the "safety valve" for flight operations. These directives provide a clear roadmap for how the association is expected to function and support the industry.

Following this strategic blueprint, the association immediately showcased its practical value by finalizing three strategic partnerships on-site. Jiahe Fuyuan Company signed an agreement with Hangle Company to establish a new venture, Huahai Yunyi Low-Altitude Technology Company, which will concentrate on low-altitude tourism. Additionally, the Municipal Public Security Bureau's Police Aviation Unit inked a framework agreement with the association regarding drone safety and reporting procedures. In a third development, Huakai Airlines Company signed a service agreement with the association to offer low-altitude sightseeing flights.

As the first low-altitude economy industry association among prefecture-level cities in the province, Chenzhou has secured more than just a "first." It has captured a critical entry ticket into the low-altitude economy race and taken a pioneering step forward. The association will solidify its role as a bridge and bond, continuing to drive progress in policy alignment, industrial synergy, scenario expansion, and safety management. It aims to foster deep integration of the low-altitude economy with emergency rescue, logistics and delivery, and cultural tourism consumption. In Chenzhou, the low-altitude economy is set to transition from isolated "individual breakthroughs" by single companies to a coordinated "systems-based operation." This approach is expected to generate replicable and scalable "Chenzhou experiences" in airspace resource utilization, application scenario implementation, and industrial chain strengthening, paving the way for the province's high-quality development in this frontier field.
