Beijing's Mentougou District has introduced a series of new supportive policies aimed at fostering the growth of the AI-generated short video and animation sector.
The district has officially released a set of guidelines to promote the high-quality development of the "AI+ premium short video (animation)" industry. These guidelines outline comprehensive support measures covering both physical space and technological resources.
Regarding space provision, the district will offer various types of entrepreneurial workspaces and open up access to its distinctive local scenes, including commercial districts, scenic spots, cultural heritage sites, and natural landscapes for production use.
On the technological front, the plan includes launching a widely accessible public creation platform. It also involves developing a specialized intellectual property dataset with local characteristics and making high-quality text, image, and video data available, featuring elements such as the ancient West Beijing routes, nationally recognized traditional villages, and the area's ecological environment.
A key highlight is the simultaneous announcement of a special talent policy for the "AI+ premium short video (animation)" field, named the "Golden Hook Eight Measures," along with detailed implementation rules. This policy strengthens industry talent support by offering benefits like free co-working spaces, computing power subsidies, and housing security.
During the event, the West Beijing Film & TV Valley AI Audiovisual Industry Alliance was formally established. This alliance will regularly organize industry conferences, creative research trips, project matchmaking events, and professional competitions. Its goal is to integrate resources across the entire industry chain, including content creation, technology R&D, overseas distribution, and talent cultivation, thereby fostering collaboration among upstream and downstream businesses.
The event also marked the official launch of the public creation track for the third Beijing AI Innovation Competition. This track, themed "I AI Beijing · Brilliant 30 Seconds," encourages the public to use AIGC tools to create short video works that showcase Beijing's cultural heritage, urban landscape, and innovation vitality.
In recent years, Mentougou District has firmly focused on green, high-quality transformation. Building on its designation as a key area for Beijing's artificial intelligence industry layout and the city's first ultra-high-definition audiovisual innovation application demonstration zone, the district has now set a new goal: to establish itself as a national hub for "AI+ premium short videos."
