Guangxi Unveils Comprehensive 2026 Plan to Boost Consumption Upgrade and Expansion

The General Office of the People's Government of Guangxi Zhuang Autonomous Region has officially issued the "Overall Plan for Promoting Consumption Quality Improvement and Expansion in Guangxi for 2026." This plan, developed under the leadership of the Guangxi Department of Commerce with input from 20 other departments, outlines a series of robust measures. The initiatives will focus on nine key sectors: cultural tourism, wellness and retirement living, sports events, family and study tours, digital networks, inbound consumption, catering and accommodation, rural markets, and major commodities. The goal is to create integrated consumption scenarios combining commerce, culture, tourism, sports, wellness, and residential living, thereby driving the qualitative improvement and expansion of the consumer market.

A key strategy involves seasonally guiding all 4A-level and above scenic spots within the region to offer discounted tickets and host special festivals centered around activities like flower viewing, summer retreats, autumn foliage appreciation, and hot springs. A "Follow the Performance, Tour Guangxi" brand will be launched, featuring exclusive performance consumption cards that provide linked discounts on transportation, accommodation, and property for ticket-holding visitors. The plan also promotes curated travel routes, such as "two-day, one-night" micro-getaways and "Guangxi's Most Beautiful Spring" outings. Furthermore, ten distinctive themed retirement living routes will be developed based on existing retirement and wellness bases.

Building on this foundation, Guangxi will deepen cooperation on retirement living with 21 other provinces and municipalities, strengthening the "Beautiful Guangxi · Longevity Destination" brand. The target is to attract 5.5 million elderly visitors who stay for more than one week annually. In the sports sector, the region plans to host over 200 sports events at the autonomous regional level or above. This includes prestigious competitions like the Tour of Guangxi cycling race and the China League One football matches, alongside international events such as pickleball opens, the "Mountains and Seas Connected · Guangxi Charm in Motion" China-ASEAN series, and cross-border football friendship matches during the "March 3rd" Festival. Efforts will also be made to strengthen leagues like the Guangxi County Football Super League, city basketball leagues, and the "Galloping Gui Ma" Guangxi Marathon series. The initiative aims to establish Guangxi as a "Cycling Capital" by designing "Most Beautiful Guangxi" cycling routes and fostering new nighttime sports consumption formats like night competitions, fitness activities, and training sessions.

To further stimulate nighttime consumption, Guangxi will introduce a "Ticket Stubs as Cash" benefit. Holders of stubs from concerts, music festivals, sports events, or movies can receive dining and accommodation consumption voucher packs at a 20% discount. Events like "Vibrant Night Guangxi" and "Bustling Night Guangxi" will be organized, accompanied by the distribution of nighttime dining vouchers and vouchers for renowned Guangxi dishes and snacks. Specifically for international tourists, "Stay in Guangxi, Enjoy Inbound Benefits" accommodation vouchers will be issued to enhance the overall appeal of the catering and accommodation sectors.

Leveraging campaigns such as "Guangxi's March 3rd · E-Network Happy Shopping" and "Digital Commerce Revitalizes Agriculture · Guangxi Products Go Online," the region will collaborate with top livestreamers and local influencers. These efforts will be timed with the harvest seasons of local specialties like Baise mangoes, Rongan kumquats, Lipu taro, and Hengzhou jasmine flowers to conduct "Tracing Guangxi Products" livestream sales, helping local goods reach wider markets. An "ASEAN Good Products Online Shopping Festival" will be held, featuring dedicated online sections and distributing e-consumption vouchers. By utilizing the China-ASEAN Expo, the plan aims to deepen the "ASEAN Production — Guangxi Distribution — China Sales" model, facilitating two-way circulation between Guangxi products and ASEAN goods.

The plan also includes overseas promotional tours under the "Encounter Guangxi" banner to market cultural and tourism resources, supported by incentive policies for exploring international markets. Customized "short drama + tourism" content will be developed for ASEAN audiences. Pilot programs in cities like Nanning, Fangchenggang, Guilin, and Yulin will focus on establishing international Traditional Chinese Medicine wellness experience bases and creating premium health tourism routes targeting ASEAN visitors. Events such as the China-ASEAN Traditional Medicine Forum and medicinal cuisine competitions will be organized to broaden inbound consumption opportunities.

Additionally, Guangxi will release an educational travel map featuring 45 curated study tour routes and conduct over 100 county-level commercial promotion fairs. Programs for replacing old automobiles, home appliances, digital, and smart products with new ones will be implemented, accompanied by subsidies for new car purchases. "Five-In" activities promoting replacements will be organized in communities, campuses, enterprises, townships, and supermarkets. Centered around major annual consumption periods, four key promotional events are planned: "Spend Spring Holiday in Guangxi — Enjoy Shopping and Tourism during March 3rd," "Tidal Wave at the Consumer Expo Ignites the Beibu Gulf — Shop in China · Guangxi," "ASEAN Fruits Converge in Guangxi," and the China (Guangxi)-ASEAN Guangxi Silk Road E-Commerce Carnival. These will integrate diverse sectors including culture, tourism, sports, agricultural products, cross-border e-commerce, and ASEAN-specific consumption.

To ensure effective implementation, Guangxi has established a high-level coordinated working mechanism for the 2026 consumption promotion plan, involving 20 departments and 14 prefecture-level cities. A fund guarantee mechanism promoting "three-level linkage across autonomous region, city, and county, with coordinated support from finance, banking, and enterprises" has been created. This will pool various fiscal funds, encourage matching benefits from financial institutions, platforms, and businesses, and facilitate the multi-channel distribution of consumption vouchers, car purchase subsidies, and other public benefits. Support will also be provided for outdoor marketing in commercial districts and pedestrian streets to energize the "night economy."
