Momentum Upgrade, Industrial Resilience Continues to Shine

"In the first half of this year, under the deployment of Beijing's municipal party committee and government for high-quality development work, the Beijing Municipal Bureau of Economy and Information Technology closely focused on the strategic positioning of the capital city, concentrating on key tasks of stabilizing growth, strengthening innovation, promoting coordination, and optimizing services. The development resilience of the industrial and information software sectors continued to be evident, the pace of transformation and upgrading accelerated, and innovation capabilities were significantly enhanced, laying a solid foundation for high-quality industrial development during the '15th Five-Year Plan' period," said Zhu Jun, Director of the Economic Operation Department at the Beijing Municipal Bureau of Economy and Information Technology. Overall industrial operations were stable. Zhu Jun noted that in the first half of the year, Beijing's industrial economy started high and moved steadily, with the combined added value of the industrial and information software sectors approaching one trillion yuan, accounting for 36.6% of the city's GDP. This demonstrated strong resilience and vitality in the face of internal and external shocks and challenges. Specifically, the total industrial output value exceeded 1.35 trillion yuan, with added value growing by 3.4%; the revenue of the information software industry surpassed 1.5 trillion yuan, a year-on-year increase of 9.1%. Accelerating the layout of high-end manufacturing projects, fixed asset investment in key industrial sectors grew by 24.0% year-on-year in the first half of the year, with investment in high-tech manufacturing increasing by 36.0%. To further stabilize employment, enterprises, markets, and expectations, the Beijing Municipal Bureau of Economy and Information Technology issued the "Several Measures to Support the Improvement of Quality and Efficiency of Industrial Enterprises in Beijing." These measures propose 28 support initiatives across seven key areas: industrial innovation, market development, employment security, logistics and transportation, financing, land and space factor guarantees, and enterprise services. The first area is increasing support for industrial innovation, including building a science and technology insurance support system for SMEs, strengthening support for key core technology research, accelerating the layout of pilot platforms, production lines, and 'Zero Factory' facilities, supporting enterprises in purchasing tokens for AI applications, and implementing tax preferential policies. Zhu Jun introduced that breakthroughs in the intelligent economy are being made, and the pace of transformation towards intelligence and green development is accelerating. The computing power foundation is continuously being solidified, with the 'Millisecond Computing' action being promoted, the China Computing Power Platform (Beijing) being launched, the Space Intelligent Computing Research Institute being established, 22,000 P of new computing power being added, 145 industry data demands being released, and 140 high-quality data sets being built. In terms of computing power, the Beijing-Tianjin-Hebei 'Galaxy Computing Corridor' project is being deeply implemented. In the first half of the year, four new municipal-level industrial innovation centers were established in fields such as RISC-V digital infrastructure and radio spectrum, bringing the total to 24. A plan for building a pilot service system for advanced manufacturing was issued, establishing a pilot service system involving 146 enterprises, and adding 11 key pilot platforms designated by the Ministry of Industry and Information Technology, accounting for one-tenth of the national total. Xia Juan, a Third-Level Researcher at the Foreign Exchange and Cooperation Department of the Beijing Municipal Bureau of Economy and Information Technology, introduced that at the end of last year, Beijing issued the 'Three-Year Action Plan for the Construction of the Beijing Digital Economy Enterprise Overseas Innovation Service Base (2026-2028)'. Recently, the 'Several Measures for Beijing to Accelerate and Promote the Overseas Expansion of Digital Economy Enterprises' was released. From three dimensions—expanding channels, strengthening services, and building ecosystems—the measures aim to comprehensively reduce burdens and empower enterprises in their international development. In terms of expanding overseas cooperation channels, routine channels will be established with foreign embassies in China and domestic and international business associations, organizing the 'GoGlobal' series of industry matchmaking events, with participating enterprises enjoying booth fee subsidies. Support will be provided for jointly building overseas service stations, offering services such as business opportunity matching and overseas registration. Customized international promotion of digital solutions will be selected, and typical cases will be compiled to enhance industry visibility. In terms of improving the full-process supporting service system, an online-offline integrated overseas service platform will be built, with government consultation windows for foreign investment and cross-border data. The best-performing platform annually can receive up to 10 million yuan in support. Compliance consulting services will be provided via the municipal cross-border data service center; cross-border financial services will be innovated; enterprises selected for participating in the formulation of international standards can receive compensation of up to 1 million yuan; and routine technical barriers to trade (TBT) early warnings will be issued. In terms of cultivating an internationalized digital ecosystem, support will be provided for the overseas layout of information software, large models, robots, consumer electronics, cross-border e-commerce, and gaming e-sports. Outstanding enterprises in gaming e-sports can receive a maximum reward of 5 million yuan. The open-source evaluation system will be improved, and an international open-source cooperation platform will be built. Cross-border livestreaming and digital marketing innovation will be encouraged, and cross-border mutual recognition of electronic documents will be promoted. A unified overseas public brand will be shaped using a full media matrix. Xia Juan stated that the next step will be to accelerate the implementation and disbursement of policies, improve the full-cycle service system relying on the overseas base, support capital digital enterprises to participate in global competition based on technology, services, and standards, and provide capital support for the construction of the Digital Silk Road.
