China Energy Consortium Secures $2.745 Billion Renewable Energy EPC Contracts in Saudi Arabia

A Chinese energy consortium, comprising China Energy Engineering Group International Engineering Co., Ltd., China Energy Engineering Group Guangdong Power Engineering Co., Ltd., and China Energy Engineering Group Northwest Electric Power Test & Research Institute Co., Ltd., has officially announced the signing of three major renewable energy EPC contracts with a combined value of $2.745 billion. The contracts were signed with a project company jointly established by Saudi Arabia's ACWA Power, the Public Investment Fund (PIF), and Saudi Aramco Power Company (SAPCO).

The three projects are key components of Saudi Arabia’s renewable energy strategy. They include the 1GW Shaqra wind power project (Phase 5), the 2GW Starah wind power project (Phase 5), and the 2GW Khulis solar power project (Phase 6). The Chinese consortium will oversee the entire project lifecycle, including design, procurement, manufacturing, installation, construction, and commissioning.

The Shaqra and Starah wind projects are located in central Saudi Arabia, with capacities of 1,000 MW and 2,000 MW, respectively. The Khulis solar project, situated in the Mecca region, has a capacity of 2,000 MW. The Shaqra wind and Khulis solar projects are expected to be completed within 26 months, while the larger Starah wind project will take 30 months.

Upon completion, these projects are projected to generate 569.286 billion kWh of electricity over their first 25 years of operation, reducing annual CO₂ emissions by approximately 22.4 million tons and achieving a total reduction of 560 million tons. This will significantly support Saudi Arabia’s low-carbon transition and energy structure optimization.

Notably, wind turbines for the Starah and Shaqra projects will be supplied by China’s Goldwind Science & Technology Co., Ltd., showcasing the technical strength and supply chain advantages of China’s renewable energy industry.

These projects are part of Saudi Arabia’s broader $8.3 billion renewable energy initiative, targeting 15,000 MW of solar and wind capacity. As flagship projects in the Middle East’s renewable energy market, they will deepen China-Saudi cooperation in clean energy and provide a platform for Chinese technology and standards to expand globally.

With accelerating global energy transition, Saudi Arabia is actively diversifying its energy mix away from traditional oil and gas. This collaboration with the Chinese consortium marks a critical step in Saudi Arabia’s renewable energy development and opens new opportunities for Chinese enterprises in the Middle East’s emerging energy sector.
