Yunnan Ruili: Exploring New Models for Campus Legal Education

On the afternoon of September 19th, the "New Media Goes to Grassroots to Observe Procuratorate" interview activity concluded at Ruili Third Ethnic Middle School in Yunnan Province. Located in the urban-rural fringe area, Ruili Third Ethnic Middle School primarily serves students from rural townships, creating a prominent need for legal education. With the recent trend of juvenile-related cases becoming more organized and involving younger perpetrators, the Ruili Procuratorate has established the "Gateway·Youth Protection" brand based on border realities. In collaboration with the Ruili Border Management Brigade and the Ruili Bureau of Education and Sports, they launched the "Sunflower Plan for Protecting Minors Pilot Program" at the junior high division of Ruili Third Ethnic Middle School.

This initiative explores new models for campus legal education through a system where one legal counselor is assigned to each junior high class. The program establishes "Sunflower" legal education stations and psychological counseling rooms, providing point-to-point and one-on-one assistance to students with behavioral issues, thereby promoting legal education on campus.

Since the program's implementation, the number of student-related violations and crimes has decreased by 65.3%. Students' legal awareness has significantly improved, and problematic behaviors among students have substantially reduced.
