On July 3rd, a special press conference on the administrative and judicial collaborative protection of intellectual property rights was held for the entire city.

It was announced at the conference that in 2025, Huangshan City's number of high-value invention patents per 10,000 people reached 10.3, a year-on-year increase of 28.3%, with the growth rate ranking second in the province.

Currently, the city possesses 20 geographically indicated protected products, also ranking second in the province, and is the province's sole national pilot city for the protection and promotion of folk art copyrights.

In recent years, the city has focused on the goal of building a strong intellectual property city, creating a protection system characterized by "rapid administrative maintenance, government-court collaboration, and comprehensive governance." For two consecutive years, one case from the city has been selected as a national typical case of intellectual property protection.

The workstation for handling overseas intellectual property disputes was rated as excellent at the provincial level, and multiple tasks such as cross-regional enforcement for geographical indications have received full affirmation from national and provincial intellectual property departments. Various reform measures, including digital copyright registration, have formed the replicable and promotable "Huangshan Experience."

The city adheres to institutional guidance and mechanism support, continuously weaving a tighter network for collaborative intellectual property protection.

The municipal government attaches great importance to intellectual property protection, incorporating administrative and judicial protection work into the study sessions of the municipal government's party leadership group theoretical study center and regularly convening special meetings to plan and advance the work.

The city has organized the formulation of multiple cooperation memorandums for dispute resolution, establishing three collaborative mechanisms: administrative adjudication guidance, connection with people's mediation, and infringement determination support.

Simultaneously, it took the lead in the province by issuing the "Huangshan City Exhibition Intellectual Property Protection Work Guide," achieving standardization and normalization of protection work.

Building on this foundation, the city has improved the cross-departmental collaborative governance framework, enhancing systems for regular liaison, information sharing, administrative-criminal linkage, litigation-mediation connection, and joint training.

Particularly in optimizing the administrative-criminal linkage mechanism, multiple departments were organized to establish a consultation system for clues in intellectual property cases, improving mechanisms for the early involvement of procuratorates and courts, thereby precisely preventing and resolving enterprise intellectual property infringement risks.

Focusing on key areas and critical junctures, the city has carried out targeted rectification actions to purify the market environment and protect characteristic industries.

Centering on key periods such as the spring tea harvesting season, the May Day holiday, and the Dragon Boat Festival, the city has launched a series of special actions for intellectual property protection, strictly investigating and punishing illegal activities like patent counterfeiting, trademark infringement, and geographical indication infringement and counterfeiting.

Since last year, a total of 41 cases of intellectual property infringement and violation have been investigated and dealt with.

Regarding geographical indication protection work, provincial-level local standards for quality requirements of geographical indications such as Keemun Black Tea, Huizhou Inkstick, She Inkstone, and She County Pearl Orchid Tea have been successively released.

The city is steadily advancing the construction of the National Intellectual Property Administration's first batch of geographical indication protection projects (Huangshan Maofeng Tea) and the review work for the national geographical indication protection demonstration zone project for Taiping Houkui Tea.

Relying on the "Anhui Intellectual Property Protection One-Stop" platform, the city handled the province's first application for geographical indication label use, continuously improving the standardized protection level of geographical indication products.

The intensity of criminal crackdowns has been simultaneously increased. The city's public security organs, focusing on high-risk areas for intellectual property crimes, have deeply carried out special actions like "Kunlun." Since last year, 43 criminal cases related to intellectual property have been investigated and handled, forming a strong deterrent.

The city insists on diversified resolution and service empowerment, constructing a comprehensive, full-chain intellectual property protection system.

In handling patent infringement disputes, the city has deeply advanced administrative adjudication work for patent infringement disputes to quickly resolve conflicts and disputes.

It has improved the technical investigation officer system for administrative protection of intellectual property, introducing technical investigation officers to participate in the trial of complex cases to enhance the professional level of adjudication.

The city has also carried out capacity building for intellectual property infringement identification to provide technical support for law enforcement and case handling.

In constructing a diversified mediation system, a "triple mediation and one guarantee" work model of "administrative mediation, people's mediation, judicial mediation + talent team support" has been established.

Since last year, 106 cases of intellectual property dispute people's mediation have been completed. Furthermore, professional teams totaling 302 personnel for intellectual property dispute mediation and rights protection assistance have been established, along with 7 rights protection assistance institutions, achieving full coverage at the city and county (district) levels.

In strengthening copyright and literary art protection, leveraging its advantage as the province's only "National Pilot City for the Protection and Promotion of Folk Art Copyrights," the city's copyright creation vitality continues to surge.

Since last year, the city has registered 16,900 copyrights, a year-on-year increase of 43.77%. "Huizhou Fish Lantern" was selected as a typical case in the second batch of cases for building a strong copyright nation by the National Copyright Administration.

Based on empowering industries and open governance, the city continues to innovate intellectual property protection models and expand protection boundaries.

The city has deeply advanced the pledge financing "Entering Parks to Benefit Enterprises" action. Since last year, 115 patent pledge financing transactions have been completed, amounting to 834 million yuan in financing, benefiting 105 enterprises.

Judicial services have been extended to the industrial frontlines. The city has established judges' studios in main tea-producing areas and carried out activities like legal lectures entering tea enterprises and circuit trials entering tea townships, precisely protecting the development of rural characteristic industries.

In terms of regional collaboration and foreign-related protection, the city actively integrates into the Yangtze River Delta regional integration development, signing intellectual property protection cooperation agreements with cities like Hangzhou and Quzhou, and establishing mechanisms for clue transfer, joint case handling, and information sharing.

Simultaneously, it has improved the guidance mechanism for responding to overseas intellectual property disputes, equally safeguarding the legitimate rights and interests of various market entities, and strengthening the foreign-related intellectual property security barrier.

Administrative and judicial collaborative protection of intellectual property is a key lever for optimizing the business environment and cultivating new quality productive forces.

The city will continue to deepen the construction of a strong intellectual property city, increase support in terms of policies, funds, and talent, continuously remove blockages in administrative and judicial protection, and use high-level intellectual property protection to safeguard the high-quality economic and social development of the entire city.
