MIIT Establishes Clear Work Pathway for Industry Digital Transformation Key Areas

To accelerate the comprehensive and full-chain adoption of next-generation information technologies and promote the cultivation of typical digital scenarios and solutions, the Ministry of Industry and Information Technology recently issued the "Reference Guidelines for Scenario-based and Map-based Promotion of Digital Transformation in Key Industries (2025 Edition)" (hereinafter referred to as the "Guidelines"). The Guidelines use a systematic industry digital transformation scenario map (hereinafter referred to as "industry scenario map" or "one map") to precisely identify entry points and roadmaps for key industry transformation, and establish a systematic digital element checklist (including data elements, knowledge models, tool software, and talent skills required for transformation, referred to as "four lists," collectively called "one map and four lists") to clarify the work pathway for digital transformation priorities.

The Guidelines encompass four main aspects. First, the scope of application clarifies that the Guidelines are applicable to manufacturing enterprises, digital transformation service providers, and relevant industry organizations in promoting digital transformation work, as well as industrial and information technology authorities at all levels in organizing scenario-based digital transformation assessment and diagnosis, cultivation of typical scenario cases and solutions, and standard system construction. Second, basic concepts define what "one map and four lists" entails, helping stakeholders understand the fundamental concepts involved in scenario-based and map-based promotion of digital transformation in key industries, including "scenarios," "industry scenario maps," "digital elements," and "digital element checklists." Third, the system architecture specifies what "one map and four lists" contains, providing detailed explanations of the main components of the industry's "one map and four lists," including industry scenario maps and digital element checklists, helping stakeholders understand the core composition and internal logic. Fourth, application and implementation introduces how manufacturing enterprises, digital transformation service providers, industry organizations, and other relevant parties can use "one map and four lists" to identify transformation entry points and implementation pathways, progressively advancing the implementation of "one map and four lists" and achieving transformation effectiveness through scenario-based breakthroughs. Additionally, it guides parties to explore the deeper applications of "one map and four lists," fully applying these results to industrial dataset construction, AI empowerment, key technology research, and enterprise digital main line integration.

Furthermore, the Guidelines include digital transformation scenario maps (2025 Edition) for 14 key industries: steel, petrochemicals, construction machinery, new energy vehicles, robotics, medical equipment, home appliances, sugar production, liquor, cosmetics and daily chemicals, lithium batteries, printed circuit boards (PCB), smart mobile terminals, and civil explosives, facilitating reference and application by relevant industries.

MIIT stated that the next steps will strengthen the promotion and interpretation of the Guidelines, guide regions to develop and apply "one map and four lists" for key industries based on local conditions, cultivate excellent scenario-based digital transformation solutions, universal tool products and service providers, and guide more industry participants to advance digital transformation through scenario-based and map-based approaches.
