The bank stood out among numerous financial institutions for its innovative "Hundreds, Thousands, Tens of Thousands" campaign, which established a new model for combating illegal financial activities and fraud in county-level regions.

The following is a summary of the award-winning case: To fulfill its commitment to serving the public through finance and align with provincial government directives on preventing economic and financial risks, enhancing social governance, and stimulating consumption, CZBANK spearheaded the "Hundreds, Thousands, Tens of Thousands" initiative. Leveraging the Zhejiang Chamber of Commerce Financial Services Committee, which comprises 135 member institutions, the program activated hundreds of financial consultant studios, mobilized thousands of financial consultants, and engaged tens of thousands of young volunteers born in the 1980s and 1990s. This collaborative effort created a novel approach to fraud prevention in rural and county areas.

Driven by the financial consultant system, CZBANK integrated online and offline channels and strengthened three community-based prevention mechanisms. The campaign targeted persistent issues like telecom network fraud and illicit financial activities through accessible, engaging formats tailored to local communities.

The initiative established a new framework for county-level fraud prevention through systematic drivers. First, it emphasized Party-building leadership by forming 45 vanguard teams of Party members from financial consultant groups. These teams institutionalized anti-fraud education as a core Party activity, delivering financial safety training to over 500 corporate finance personnel and organizing fraud prevention events in rural communities and schools around Zhejiang Province during the July 1 period, building public trust through integrated Party-building efforts.

Second, the bank developed a comprehensive coverage network by establishing a three-tier responsibility system spanning counties, studios, and financial consultants. It designated 90 county-level anti-fraud zones and 315 studio responsibility areas, embedding 5,200 consultants at the grassroots level. For example, in Linping, Hangzhou, a "1+99+N" anti-fraud supermarket model consolidated one financial consultant studio, 99 local service points, and multiple social participants into an extensive awareness network.

Third, the initiative fostered cross-sector coordination by partnering with local financial regulators, public security bureaus, market supervision agencies, veteran affairs departments, and other financial institutions for large-scale educational events. A kickoff ceremony at Hangzhou's West Lake Cultural Square attracted over 30 member institutions and 6,000 participants. Thirteen major events were held across diverse regions—including overseas Chinese hometowns, island communities, and rural areas—featuring local cultural elements like dialect-based skits, anti-fraud rhymes, and interactive games.

The campaign created a multi-dimensional educational model by blending scenarios. Online, CZBANK built a dominant digital presence with live-streaming brands such as "CZBANK Consumer Protection & Anti-Fraud Lab" and "Retail Special Forces." These sessions decoded emerging scams like AI voice mimicry and fake investment schemes, leveraging retail managers' broad reach and precise audience targeting to deliver tailored financial literacy content to over 570,000 viewers. Short video series like "CZBANK Consumer Protection Theater" and "Consultant's Tips" surpassed three million cumulative views.

Offline, the bank established targeted宣传 stations in high-risk areas with frequent fund flows and fraud incidents. Consultants conducted more than 600 regular activities in communities, campuses, industrial parks, and villages—educating residents in suburban demolition zones about investment traps, conducting anti-fraud drills in business districts, and setting up mobile alert stations at hospitals and schools, ultimately reaching over 2.3 million people.

The initiative also capitalized on key temporal and spatial opportunities. Themed activities were launched around significant dates like May 15 and September 15. During the school enrollment season, the bank collaborated with over 100 universities to offer "Financial Safety First Lesson" courses. It heightened alerts for "refund scam" and "express compensation" fraud during major shopping events like June 18 and November 11. Additionally, airport financial literacy flash mobs and branded aircraft "sky classrooms" promoted widespread public involvement in fraud prevention.

Mechanisms were deepened to inject new energy into the "Fengqiao Model" of social governance, extending its principles from public security to financial risk prevention. CZBANK established three core mechanisms: professional financial prevention, public-interest volunteer assistance, and community-based collaborative defense.

The professional prevention mechanism enhanced expertise through a full-cycle selection, training, management, and deployment process for financial consultants. It recruited top talent from the 135 member institutions and conducted 127 specialized sessions on identifying illegal fundraising, intercepting telecom fraud, and managing mass incident risks, building a robust anti-fraud task force.

The volunteer assistance mechanism mobilized young financial professionals to join public service via the "Zhejiang Volunteers" platform for unified management. It offered dual-track services: online 24/7 consulting and rapid risk assessment, coupled with offline face-to-face education and support. Currently, 942 active volunteers have contributed over 20,000 service hours, forming a youth force embedded in local communities.

The community collaboration mechanism promoted regular service points like "Neighborhood Lounges" and "Community Finance Corners," where financial consultants worked alongside community grid staff to conduct risk screenings, dispute mediation, and fraud awareness activities. Pilot programs in Shaoxing and Lishui implemented end-to-end processes for early detection, intervention, and resolution, preventing over 130 potential fraud cases and resolving nearly 300 financial disputes, thereby fostering micro-level community financial governance.

To date, CZBANK has led 13 large-scale events and over 600 targeted educational sessions, covering 422 universities, industrial parks, and rural communities across 90 counties. The campaign has reached more than 10 million people, identified and dissuaded 140 potential fraud incidents, and intercepted over RMB 10 million in fraudulent funds. The initiative has transformed fraud prevention from fragmented efforts to coordinated operations, from reactive responses to proactive warnings, and from superficial awareness to deep understanding, effectively safeguarding public assets.
