Trade unions at all levels in the province are comprehensively advancing digital and intelligent construction projects, achieving a phased transition from offline to online operations, from in-person to web-based worker services, and from traditional to digital work processes. The Provincial Trade Union Council has established a unified digital service matrix for the entire province, developing the "Long Gong Hui" application. This mobile service terminal consolidates online service entry points for workers across the province, integrating 35 functions including union membership registration and transfers, ideological guidance, educational support, facility navigation, and爱心食堂, enabling workers to access round-the-clock, comprehensive union services with a simple tap on their screens. A vertically integrated "online work platform" spanning provincial, municipal, county, township, and grassroots levels has been established, fully covering 29 core business scenarios such as membership management, model worker services, assistance for workers in difficulty, and online petitions. This promotes the full digitalization and continuous online availability of work, services, activities, and data. The launch of the 12351 hotline platform has streamlined channels for responding to workers' appeals, ensuring that workers' voices are heard, addressed, and feedback provided promptly. A three-level OA collaborative office platform connecting provincial, municipal, and county operations has been created, facilitating the integrated operation of office tasks such as document circulation, matter approvals, and information transfer, enabling cross-regional and cross-level collaborative office work. Furthermore, trade unions at all levels have built specialized databases covering 34 categories including organizational membership, model workers and skilled artisans, workers in difficulty, and service facilities. The "Long Gong Hui" application has achieved an 89.70% registration rate. This real-name data supports the accurate profiling of workers, targeted rights protection services, and scientific analysis of labor relations risks. Services such as "union establishment and membership," "model worker services," and "technical achievement declarations" are gradually moving online, with legal consultations and online petitions achieving "one-stop responses." Relying on the "Long Gong Hui" application, various activities including ideological guidance, legal awareness campaigns,普惠福利, and mental health support are conducted entirely online. By 2025, over 820 online activities had been held, covering more than 400,000 worker participations. An electronic benefits wallet for workers has been launched via the application, enabling the digital distribution and transparent supervision of collective worker welfare, and establishing an online and offline普惠 service ecosystem integrating five major scenarios: shopping, dining, housing, entertainment, and transportation.
