Saudi Oil Output Plunges to Lowest Since 1990 as OPEC Faces Deepening Internal Strains

Persistent US-Iran tensions are weighing heavily on Middle Eastern energy production, intensifying volatility across global oil markets.

In its latest monthly report to the Organization of the Petroleum Exporting Countries, Saudi Arabia disclosed a fresh sharp decline in its August crude output, marking the lowest level since 1990. This downturn results from the renewed US-Iran hostilities that have disrupted shipping routes in the Persian Gulf. Concurrently, Brent crude futures surged past the $100-per-barrel threshold this week, with skyrocketing energy costs fueling inflationary pressures and eroding consumer purchasing power.

According to the OPEC monthly report, Saudi output plummeted by 1.9 million barrels per day to 6.238 million barrels per day, a level even lower than the previous wartime trough recorded in April. Preliminary data from Bloomberg's tanker tracking indicates that Saudi crude exports fell by roughly one-third month-on-month to approximately 3 million barrels per day in August.

While production remains under sustained strain, OPEC's internal unity is facing severe tests, as founding member Venezuela contemplates withdrawal and fellow member Iraq contests its current production capacity assessment.

Output hits three-decade low, inventories may have been tapped

Based on the OPEC monthly report, Saudi Arabia's August crude production dropped to 6.238 million barrels per day, the lowest record since the Gulf War erupted, with the prior wartime low seen in April this year.

Notably, the "market supply" figure Saudi Arabia reported to OPEC—which includes adjustments from storage tank withdrawals—stood at 7.122 million barrels per day, exceeding actual production. This implies the kingdom may have drawn down some inventories during the month to offset the output shortfall.

Within the OPEC report, alongside member nations' self-reported data, assessments from multiple external agencies are cited as "secondary sources." These evaluations place Saudi Arabia's August output at approximately 7.276 million barrels per day, only a marginal decline from the previous month—a significant divergence from the official figures submitted by Riyadh.

US-Iran conflict continues to disrupt Middle East supply

Saudi output has slipped again after several months of recovery, reflecting the deep impact of the US-Iran conflict on Middle Eastern producers.

A fresh wave of attacks on tankers in the Persian Gulf drove Brent crude futures beyond the $100-per-barrel mark this week. Elevated energy prices are intensifying inflationary pressures across multiple economies, delivering a tangible blow to ordinary consumers.

As a pivotal OPEC member, Saudi Arabia's supply gap directly influences the balance of the global crude market, and its production trajectory will remain a key driver shaping investors' perceptions of supply-side risks.

Divisions emerge within OPEC as centrifugal forces gain momentum

Amidst damaged production, OPEC is confronting a host of internal challenges that are eroding cohesion among its member states.

Venezuela, a founding member, is closely evaluating a potential exit from the organization. This comes against the backdrop of the Trump administration drawing Caracas into the US sphere of influence, with an agreement reached last month granting Washington majority control over a substantial portion of Venezuela's oil reserves. Venezuela's possible departure follows the UAE's exit from OPEC months earlier, driven by long-standing grievances over production quotas.

Simultaneously, Iraq is seeking a substantial upward revision of its recognized production capacity ceiling and has issued warnings that failure to secure a satisfactory assessment could prompt it to leave OPEC as well.

The emergence of centrifugal tendencies among multiple countries is subjecting an already strained organization—both in terms of membership composition and internal coordination—to greater structural challenges.
