Heilongjiang Province Expands AEO-Certified Enterprise Roster to 48

Recently, nine import-export enterprises in Heilongjiang Province successfully obtained certified enterprise status following customs credit assessments. This development increases the total number of Authorized Economic Operator (AEO) enterprises in the province to 48, which includes 39 high-level certified enterprises. The new "Customs Registration and Filing Enterprise Credit Management Measures" (General Administration of Customs Order No. 282) is set to take effect on April 1, 2026, adjusting the enterprise credit rating system from three tiers to five tiers. Both high-level certified enterprises and certified enterprises fall under China's AEO framework, granting them benefits such as customs clearance facilitation, international mutual recognition, and multi-departmental joint incentives. According to relevant customs regulations, former general certified enterprises that pass a credit evaluation can directly transition to certified enterprise status, ensuring a smooth qualification transition. To expedite the implementation of these policy benefits, Harbin Customs has launched specialized services. These include policy interpretation, one-on-one guidance, and online process demonstrations to assist eligible enterprises in completing credit evaluations during the policy transition period. This initiative has successfully facilitated the qualification upgrade for nine enterprises, further strengthening the contingent of trustworthy foreign trade enterprises in Heilongjiang Province. Moving forward, Harbin Customs will continue to refine its credit cultivation mechanisms, guiding more import-export enterprises to enhance compliance management. This effort aims to fully leverage the advantages of the AEO system, providing solid support for the high-quality development of Heilongjiang's foreign trade sector.
