Nearly two hundred consumers have launched a collective complaint against Ninebot Co., Ltd. regarding its Fz3 series of electric scooters, citing concerns over product model discrepancies and significant post-purchase price reductions. The complaint, filed on a public consumer platform, alleges issues including the sale of older model batches under the same name, unauthorized battery data alterations, abnormal range performance, and substantial price cuts shortly after purchase. As of now, the collective complaint has garnered 191 entries, with a resolution rate of just 1.57% shown on the platform. The company has not yet issued a public response to these allegations.
Dual Certification Models and Rapid Price Drops Fuel Consumer Discontent
The grievances center on two primary issues: variations in product models and configurations, and aggressive price adjustments following customer purchases. Complainants state that the Fz3110 model purchased in early June corresponds to an older CCC certification model, TDT167Z, while a newer batch of the same Fz3110 is now being sold with a different certification, TDT238Z. Consumers argue that both versions are marketed identically as "Fz3110," but the older TDT167Z model's firmware is stuck at an outdated version and cannot be upgraded to the latest software available for the newer batch. They contend that retailers sold older inventory without disclosing the differences in certification models or functional capabilities, raising questions about product information transparency.
Public records show that the FZ3 110 model indeed holds two distinct CCC certification numbers, issued to two different applicant companies. The certificate for the TDT167Z model dates to November 2025, while the TDT238Z was certified in February 2026—a gap exceeding three months. It remains unclear whether these differences stem from hardware variations in components like the controller or motor, or are purely software-related, as Ninebot has not provided a detailed technical explanation.
Price volatility has further exacerbated the situation. The Fz3110 launched in December 2025 with a starting price of 4,899 yuan. Consumers report purchasing the vehicle for around 4,689 yuan in late June, only to see the price drop by 200 yuan the following day. In some regions like Guangzhou and Shenzhen, prices reportedly fell to as low as 3,799 yuan shortly thereafter. When customers requested price protection refunds from official Ninebot stores,客服 cited that "electric scooters are market-priced goods and are not eligible for price guarantees," refusing cash compensation and instead offering gifts like raincoats, helmets, or thermoses. Buyers feel the sharp, rapid price decline has negatively impacted their purchase experience and are seeking more substantial remedies.
It is important to note that these complaints have not been officially verified, and Ninebot has yet to issue a statement regarding the matter. According to the company's 2025 Sustainability Report, it has been working to enhance its complaint-handling capabilities. The report indicates that the company received 94,643 customer complaints across all channels in 2025, with an overall resolution rate of 70.71%. For offline store售后 work orders, 15,027 complaints were recorded with a 100% handling rate. The complaint rate for the electric scooter product line was 3.14%, with a 72-hour closure rate of 68.44%.
However, data shows a concerning trend: the total number of user complaints received through all service channels surged from 4,498 in 2023 to 94,643 in 2025—a more than twentyfold increase in two years. Concurrently, the percentage of complaints resolved dropped from 90.8% in 2023 to 70.71% in 2025.
New National Standard Transition and Slowing Growth in Two-Wheel Business
The Fz series represents the core of Ninebot's new national standard-compliant intelligent electric scooter lineup, officially launched in December 2025. At that time, impacted by the new industry regulations, the company reported its first quarterly loss in three years during Q4 2025. Amid a sharp industry demand contraction, the company was counting on the new Fz series to reignite sales growth for its electric scooter division.
The Fz3110 hit the market as the company's overall revenue was declining year-over-year. In its 2025 annual report, Ninebot highlighted R&D achievements related to a lightweight pedal composite structure for new standard e-bikes, stating it helped balance compliance, reliability, and cost control for the Fz2/Fz3 models while improving user experience in quietness and durability.
Nevertheless, growth momentum has slowed in 2026. For the first quarter, the company reported revenue of 5.87 billion yuan, a 14.8% year-on-year increase, but net profit attributable to shareholders fell 55.4% to 203 million yuan. This compares to full-year 2025 revenue of 21.28 billion yuan, up 49.9%, and net profit of 1.76 billion yuan, up 62.2%.
In subsequent investor communications, addressing queries about declining average selling prices for two-wheel electric vehicles in Q1, Ninebot explained that while new national standard models were being gradually introduced, the number of stock-keeping units (SKUs) available for sale was significantly lower than the same period last year, affecting sales volumes from both supply and demand perspectives.
The company disclosed that new premium national standard electric scooters would begin launching in late May, and with the traditional peak season in Q3, combined with its channel, product, and brand strengths, it expects the proportion of electric scooter sales to gradually recover. In March, the company launched the higher-positioned Mz1 new national standard model with a starting price of 3,999 yuan. In May, it introduced the new flagship Fz5 model. Sales rankings on e-commerce platforms show the Fz5110, priced at 6,099 yuan, currently holds fifth place, standing out price-wise against competitors like Aima and Yadea.
As these new products roll out, the original Fz3 models have undergone price reductions. The current consumer complaints largely revolve around product information disclosure, pricing strategies, and售后 communication. How these disputes are resolved as the new national standard product transition continues will remain a focal point for market observers.
