The State Council has officially announced the appointment of Cai Dong as Deputy Administrator of the National Financial Regulatory Administration, as confirmed in a personnel update released on September 20. This move was publicized through the administration's official channels, which listed his new role among the leadership team.

According to the administration's website, Cai Dong has already joined the party committee as a standing member, marking his formal step into the regulatory body's top ranks. His career spans nearly three decades in the financial sector, starting with positions at major banking institutions.

Cai Dong, born in 1968, began his banking career in 1996 at Industrial and Commercial Bank of China (ICBC), where he held key roles in accounting, settlement, cash management, and e-banking divisions. By January 2014, he had been appointed as the president of ICBC's Tianjin branch, showcasing his leadership capabilities.

His trajectory continued upward when he was approved in November 2016 to serve as a vice president at the China Development Bank. In May 2019, regulatory approvals paved the way for him to take on the vice president role at Agricultural Bank of China, a position he assumed later that year.

In October 2019, Cai Dong transitioned to provincial governance, becoming a member of the Jilin Provincial Party Group and serving as vice governor. By June 2022, he had risen to the role of standing committee member, executive vice governor, and deputy secretary of the provincial government's party group, a post he held until his latest federal appointment.
