The 23rd China-ASEAN Expo was held in Nanning from September 18 to 20.

Qinnan District seized the dual opportunities presented by the Expo and the navigability of the Pinglu Canal, combining project signings, cross-border partnerships, and chain-based investment attraction to deeply integrate into the China-ASEAN Industrial Cooperation Zone, continuously enhancing its profile as a coastal industrial hub and achieving a batch of practical cooperation outcomes that inject strong momentum into the high-quality development of the regional industrial economy.

Centralized Signing Event

At the centralized signing event of the 23rd China-ASEAN Expo held on the morning of September 18, Qinnan District signed two projects: the Land-Sea New Corridor Mega Marine Engineering Additive Manufacturing Industrialization Innovation Demonstration Base project with a total investment of 500 million yuan, and the Qinzhou Jiuchang Bio-fermentation Technology project with a total investment of 120 million yuan.

Once these two projects are established, they will further consolidate the industrial development foundation of Qinnan District and help high-quality enterprises cluster and grow together.

Park Dialogue

On September 19, at the 2026 China-ASEAN Industrial Cooperation Zone and ASEAN National Park Dialogue, the Management Committee of Qinnan District Lingang Industrial Park signed a memorandum of cooperation with the Can Tho Branch of Vietnam's Kinh Bac Urban Development Corporation, deepening cross-border park exchanges and advancing practical cooperation in trade and investment.

Kinh Bac Group is rooted in Can Tho, Vietnam, and possesses extensive experience in park development, investment attraction, and operations. Qinnan Lingang Industrial Park, leveraging the advantages of Qinzhou Port, is accelerating the formation of industrial chains in zirconium-titanium new materials and high-end papermaking. The two sides have prominent complementary industrial advantages.

The signing of this memorandum is an important practical measure for Qinnan District to leverage its coastal location advantages, seize the policy dividends of RCEP, and deeply integrate into the construction of the China-ASEAN Industrial Cooperation Zone.

Industrial Promotion

On September 20, the "Gathering in Qinnan, Paper Creates the Future" 2026 Qinnan District High-End Papermaking and Paper Products Industrial Chain Investment Promotion Conference was successfully held in Qinnan District.

Entrepreneurs and industrial chain partners from the national papermaking industry gathered in Qinnan to discuss new opportunities in the green papermaking industry and explore new paths for coordinated industrial chain development. At the meeting, 25 enterprises signed framework agreements for papermaking and supporting industry cooperation projects, covering upstream and downstream sectors including color printing and packaging, machinery and equipment, deep processing of paper products, and e-commerce sales, injecting strong momentum into the development of Qinnan District's high-end papermaking and paper products industry.

With three major events over three days, Qinnan District delivered impressive results: two physical projects, one cross-border park pairing, and 25 chain framework agreements.

Next, Qinnan District will continue to enhance its "Qin Passion Service, Easy Handling in Qinnan" brand, optimize the business environment, ensure factor guarantees, and provide excellent enterprise services, promoting the transition from intentions to signings and from signings to construction starts. With the Libang project as the leading driver, the district aims to build a new highland for modern green papermaking in the Beibu Gulf and contribute Qinnan's strength to advancing Qinzhou City's "1+4+N" modern manufacturing industrial system and the high-quality development of the marine economy.
