DC HOLDINGS' YanYun Technology Empowers Jishi Media with New Infrastructure for Data Element Circulation

DC HOLDINGS' subsidiary, Shenqi Digital Co., Ltd., has successfully won the bid and signed a contract for the Trusted Data Space Platform project of Jishi Media Co.,Ltd. (601929).

In this project, Shenqi Digital will leverage the "YanYun" series of technological products, derived from a National Technology Invention Award first prize, to build a compliant, secure, and efficient trusted data circulation infrastructure for Jishi Media.

This initiative aims to support the market-oriented allocation reform of data elements in Jilin Province and inject new momentum into the "Digital Jilin" development strategy.

As a leading cultural and technological enterprise in Jilin, Jishi Media has spearheaded the establishment of the first provincial-level data element service center in Northeast China.

Holding qualifications for public service data rights confirmation, it covers 21 categories of data including healthcare, transportation, and social security, undertakes 80% of Jilin's government cloud projects, and has amassed 30PB of government data along with viewing behavior data from 4.7 million users.

However, with business expansion, its existing data resources are scattered across government affairs, culture and tourism, forestry and grassland, and other domains, facing challenges such as a lack of trusted circulation mechanisms, insufficient assetization efficiency, and weak cross-scenario security collaboration.

There is an urgent need to build a standardized trusted data space to unlock the value of data elements.

In this project, Shenqi Digital will focus on constructing three core components: the Trusted Data Space Service Platform, Access Connectors, and the Development & Application Center.

The Trusted Data Space Service Platform will provide a unified supply-demand interface for six types of entities including data providers, users, developers, and regulators, enabling data catalog management, data usage control, and full-process trusted supervision.

The Access Connectors support compliant access to multi-source data, ensuring data is "usable but not visible, usable but not owned."

The Development & Application Center offers one-stop development tools such as data integration, metadata management, and data service orchestration, lowering the barrier to developing data products.

The value of the YanYun products is concentrated in four aspects: "ease of access, manageability, effective utilization, and evolvability."

Through data interoperability and access connectivity, it enables convenient access to various types of data resources.

Through cataloging, rights confirmation, metadata, and permission management, it provides a foundation for data resources to be manageable, identifiable, and operable.

Through data sandboxes, out-of-domain approval, launch approval, and log monitoring, it ensures the security and compliance of the data usage process.

Through the data integration, service-oriented, and orchestration capabilities of the Development & Application Center, it promotes the further transformation of data into data products and services tailored to business scenarios.

It is reported that DC HOLDINGS' "YanYun Three-Piece Suite" product matrix includes: YanYun DaaS, which enables non-invasive access to multi-source heterogeneous data, allowing data to "come out"; YanYun Infinity, which focuses on business and semantic modeling and includes standardized data governance, making data "usable"; and YanYun Cortex for enterprise closed systems—it restores the operation and action logic of systems, enabling AI not only to "understand" data but also to "utilize" systems and assist in driving business execution.

These three work in synergy, connecting the entire chain of capabilities from data access and governance modeling to system semantic restoration and action execution, helping enterprise systems progress from being "data AI ready" to "action AI ready."

From a broader technological evolution perspective, the Jishi Media Trusted Data Space project also reflects the continuous value of the YanYun capability system, from the data foundation layer to intelligent applications.

The data interoperability capability based on YanYun DaaS solves the challenges of accessing and aggregating multi-source heterogeneous data.

The trusted data space capability supports the secure, compliant, and controllable circulation and utilization of data among multiple entities.

YanYun Infinity further connects data, knowledge, and intelligent decision-making, creating a one-stop AI + data intelligent decision-making service platform for enterprises.

According to the plan, once operational, the project will help Jishi Media connect the entire chain of data "production-rights confirmation-trading-application."

On one hand, it will support the development and implementation of data products and scenarios in areas such as culture and tourism, government affairs, and ecology.

For example, leveraging Jishi Media's existing resources like the Cultural Tourism Big Data Center and "Travel Jilin with One App," it can develop specialized data products such as passenger flow analysis and consumer profiling.

On the other hand, by connecting to the provincial data space and integrating into the national unified data market, it will solidify Jishi Media's hub position in the regional data element market.

Looking ahead, as Jishi Media's business digital transformation deepens, DC HOLDINGS' "YanYun Three-Piece Suite" will provide broader support for its subsequent large AI model applications and intelligent business innovation, assisting Jilin Province in upgrading from a "geographical hub" to a "Northeast Asia digital hub" and offering a "Jilin model" for unleashing the value of national data elements.
