The Ministry of Industry and Information Technology released the "Guidelines for Fostering 'Small, Fast, Light, and Accurate' Digital Products and Services (2026 Edition)" on July 27, aiming to guide service providers in closely aligning with the digital transformation needs of small and medium-sized enterprises (SMEs).

This initiative seeks to promote the supply-demand matching of digital products and services, accelerating the digital transformation of these businesses. The term "small, fast, light, and accurate" refers to products and services that are small-scale, rapid to deploy, lightweight in nature, and precisely targeted.

The guidelines emphasize a demand-driven approach, focusing on the specific transformation needs and pain points of SMEs. They encourage local governments to tailor cultivation standards based on regional conditions and establish a tiered, classified cultivation system. The guidelines also call for strengthened policy coordination and resource integration to quickly build a collaborative, complementary service supply ecosystem for SME digital transformation, involving multiple participants.

To achieve these goals, the guidelines outline a series of measures targeting small-scale, rapid, lightweight, accurate, and intelligent attributes, as well as common foundational requirements. These include developing industrial mechanism models or industry knowledge bases for specific sub-sectors, ensuring product interfaces are simple and easy to use while considering the cognitive habits of SMEs, encouraging deep integration of artificial intelligence technology into products, and eliminating hidden fees and bundled sales practices.

Regarding implementation, the guidelines propose leveraging national and local SME digital transformation service platforms, as well as promotion centers, to build a high-quality resource pool for "small, fast, light, and accurate" digital products. This pool is intended to facilitate the cross-regional circulation and sharing of high-quality products, thereby reducing the selection costs and trial-and-error risks for SMEs.
