A significant contract has been awarded for a major urban digital transformation project in Shandong Province, with a local company emerging as the winning bidder. The project, valued at 650 million yuan, aims to drive a comprehensive shift from basic digitalization to advanced intelligent capabilities in Rongcheng City.

Rongcheng Smart City Investment Management Co., Ltd. secured the tender for the "Rongcheng City Digital Intelligence Transformation and Digital Ecosystem Construction" project on July 10, 2026, with a winning bid of 647 million yuan. The project was initiated by the Rongcheng Land Development Group Co., Ltd., with other bidders including Hangzhou Bosheng Technology Co., Ltd., Shandong Shansiming Technology Development Co., Ltd., and Weihai Jinghe Digital Mining Technology Co., Ltd.

Where to start

The core objective of this initiative is to fundamentally transition Rongcheng from a "digital" foundation to a "digital-intelligent" capability leap, fostering a sustainable and endogenous digital innovation ecosystem. This involves building a unified city intelligent base and intelligent hub to address current issues like "data silos" and "intelligence gaps." By integrating technologies such as artificial intelligence, big data, and digital twins, the project aims to shift urban governance from experience-based decision-making to data-driven approaches, upgrade industrial services from general supply to precision empowerment, and evolve livelihood security from passive response to proactive sensing. The ultimate goal is to establish a new urban operation paradigm characterized by "data-driven, intelligent collaboration."

Furthermore, the project seeks to create a thriving urban "digital ecosystem" by opening platforms, releasing data value, and developing demonstration scenarios. This will attract and cultivate local enterprises, research institutions, and other diverse entities to participate in innovative application development. Focus areas include the marine economy, refined city management, and industrial upgrades, aiming to produce scalable and replicable smart solutions. The sustainable development model is designed to be government-guided, market-led, and socially co-created, positioning digital innovation as a core driver for high-quality urban development.

Why this project matters

Through this project, Rongcheng will significantly enhance its digital-intelligence levels in fine governance, industrial development, and public services, providing solid support for building a more dynamic, efficient, and livable modern city. Notably, the project strictly adheres to intensive and cloud-based construction principles, with no new investments in underlying computing, storage, or network infrastructure. All computing power required for operations, including AI training and inference, big data analysis, and video intelligent analysis, will be supplied on-demand and elastically from the government cloud service resource pool. Investment is focused solely on application software development, data governance, and business collaboration to ensure efficient use of funds and avoid redundant construction of computing infrastructure.

The core architecture of the project includes "one city intelligent base, one city intelligent coordination hub, and N field digital empowerment ecosystems," planning 22 core system platforms. These will deploy 16 smart applications in key areas such as urban governance, industrial development, and public services.
