The Shenyang Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) has proposed to cultivate and develop future energy, embodied intelligence, and other industries. The following key aspects are recommended for implementation.

First, strengthen top-level design to establish a coordinated promotion mechanism. Accelerate the drafting of our province's "Action Plan for High-Quality Development of the Embodied Intelligence Industry (2026-2030)" and introduce dedicated support policies.

Second, intensify core technology breakthroughs to build an independent innovation system. Support the formation of industry-university-research alliances to accelerate the development of intelligent controllers and core execution components.

Third, construct high-level innovation platforms to facilitate the transformation of research outcomes. Develop a "computing power + simulation + data collection + pilot testing + scenario validation" five-in-one system. Establish a provincial-level embodied intelligence data sharing platform and pilot testing base to promote the local conversion of scientific research results.

Fourth, create benchmark application scenarios to cultivate new business models and formats. Release our province's "Opportunity List for Embodied Intelligence Application Scenarios" and build a provincial-level platform for soliciting scenario ideas.

Fifth, nurture industrial clusters to build a chain-coordinated development pattern. Explore the "enclave economy + cross-regional incubation" model, encourage local equipment manufacturing enterprises to integrate into the supply chain, and target the recruitment of companies specializing in missing links such as reducers and servo motors.
