The Shenyang Municipal Government has officially released the "Shenyang Service Sector Expansion and Quality Enhancement Action Plan."

The plan is formulated to thoroughly implement the spirit of national and provincial service industry conferences, fully comply with the requirements of the "Liaoning Provincial People's Government's Implementation Opinions on Promoting the Expansion and Quality Enhancement of the Service Sector" (Liao Zheng Fa [2026] No. 9), and to focus on demand-driven growth, reform breakthroughs, technological empowerment, and open cooperation. It aims to concentrate efforts on key areas, effectively drive the expansion and quality enhancement of the service sector, accelerate the construction of a modern service center in Northeast China, and strive to achieve a service sector added value exceeding 730 billion yuan by 2030.

Driving Producer Services Towards Specialization and High-Value Chain Extension

The plan outlines measures to advance producer services. Key areas include scientific and technological services, modern logistics, software and information, finance, energy conservation and environmental protection, and high-end business services. Specific targets are set for each sub-sector by 2030, such as cultivating 15 national leading technology enterprises, achieving 25 national-level technological innovation platforms, and increasing aviation maintenance industry revenue to 4.5 billion yuan with an average annual growth rate of 25%.

Promoting High-Quality, Diversified, and Convenient Development of Consumer Services

The plan also focuses on enhancing consumer services. This includes improving resident services, elderly and childcare services, health services, cultural, tourism, and sports services, accommodation and catering, wholesale and retail, and the real estate sector. By 2030, targets include training 25,000 skilled personnel for the domestic service industry, increasing the city's elderly care institution beds to 42,000, achieving a coverage rate of over 60% for family doctor contract services, and receiving a total of 300 million tourists with tourism revenue surpassing 370 billion yuan.

Implementing Six Key Projects

The action plan details six major projects: the Business Entity Cultivation Project, the Platform Carrier Support Project, the Industrial Digital Intelligence Empowerment Project, the Standards and Brand Building Project, the Industrial Integration Development Project, and the Opening-up and Cooperation Project. These projects aim to provide comprehensive support for the sector's growth.

Improving the Policy System

To ensure the plan's effective implementation, the government will deepen reforms and innovation, diversify financing models, strengthen talent support, improve infrastructure, and enhance safety supervision. Relevant departments are required to implement the measures based on local conditions, strengthen publicity and guidance, and create a favorable atmosphere to fully promote the expansion and quality enhancement of the service sector.
