Fees such as parking charges, elevator advertisement revenue, and public space rental income—funds that rightfully belong to all homeowners—had often become an "invisible slush fund" for property management companies due to irregular and non-transparent management practices.

Ganzhou's Ganzian District, using the campaign to deepen the governance of property service issues as a lever, has innovatively introduced measures including homeowner-commissioned comprehensive third-party audits, joint account management, and regular public disclosure. These steps standardize the management of community public revenue, ensuring that public welfare funds are returned to the people and operate transparently.

Targeted Problem-Solving: Comprehensive Audits to Ascertain True Revenue Figures

Questions regarding the exact amount of public revenue and how it is used cannot rely solely on the "self-reporting" of property management firms and homeowners' committees. At the beginning of this year, Ganzian District guided all 71 property-managed residential communities within its jurisdiction to commission third-party institutions to conduct audits of public revenue. The audit process employs a multi-dimensional verification method combining disclosure cross-referencing, on-site inspections, and bank statement verification. It scrutinizes revenue items such as elevator advertisements, ground parking, and parcel locker fees one by one, then cross-checks them against bank transaction records to accurately identify issues like underreporting, omissions, and funds not being deposited into accounts.

During these audits, one community was exposed where, following previous requests from relevant departments to disclose public revenue, the property management company had reported using only over 790,000 yuan. To date, 58 communities in the district have established separate accounts for public revenue, and a cumulative 756,300 yuan in misappropriated funds has been recovered.

Regarding illegal activities such as embezzlement or misappropriation of public revenue, Ganzian District maintains a zero-tolerance stance. It promptly transfers relevant case leads to public security departments. Currently, six leads have been transferred, resulting in two cases being filed. The second is a dedicated account storage mechanism, requiring all public revenue to be managed in special accounts, strictly prohibiting commingling with other funds. The third is a public disclosure mechanism, featuring a unified disclosure template and implementing quarterly dynamic updates to ensure all funds are used for community improvements, benefiting all homeowners.

Through the comprehensive audit of community public revenue and institutionalized development, public revenue management in Ganzian District has become increasingly standardized.
