"Energy Storage and Power Market" has learned that the Qinghai Provincial Development and Reform Commission recently issued a letter clarifying the implementation of electricity pricing matters for the Qinghai power grid (Qing Development and Reform Price Letter [2026] No. 309). Among other things, it clarifies the implementation of electricity pricing for supply-guarantee users, commercial and industrial users, system operation fees, and outbound electricity pricing.

Regarding the implementation of electricity pricing for commercial and industrial users: The billing method for capacity (demand) electricity prices has been changed. Capacity (demand) electricity prices are charged based on transformer capacity or maximum demand, with the implementation method chosen by the user. The cycle for changing capacity (demand) cannot be less than 3 months. If the conditions for changing the cycle are met, relevant power users can apply for the change through the "Online State Grid" or by visiting a power business hall in the current month. The grid enterprise will implement the change according to the application starting from the month following the user's application. The calculation method for the demand of multi-power supply users: For multi-power supply users where the line side does not have accurate conditions for measuring maximum demand due to power ride-through, after confirmation by both the user and the power supply enterprise, the grid enterprise can calculate the billing demand based on the 96-point spot electricity volume data from each metering point. Calculation of line loss costs for the grid connection stage: Monthly line loss cost for each user's grid connection stage = monthly line loss discount for each user's grid connection stage × monthly electricity consumption of each user. Monthly line loss discount for each user's grid connection stage = monthly grid connection electricity price for each user × provincial grid connection line loss rate / (1 - provincial grid connection line loss rate). Currently, the provincial system operation fees include: 1. Ancillary service fee per kilowatt-hour level; 2. Pumped storage capacity charge per kilowatt-hour level; 3. Grid connection line loss agency procurement profit and loss per kilowatt-hour level; 4. Electricity price cross-subsidy new profit and loss per kilowatt-hour level; 5. Time-of-use electricity price profit and loss per kilowatt-hour level (excluding peak); 6. Power factor adjustment electricity fee profit and loss per kilowatt-hour level; 7. Green development price mechanism profit and loss per kilowatt-hour level; 8. New energy sustainable development price settlement mechanism electricity volume differential settlement fee per kilowatt-hour level; 9. Generation-side capacity compensation fee per kilowatt-hour level, which includes sub-items: new energy storage capacity fee per kilowatt-hour level, solar thermal capacity fee per kilowatt-hour level, gap capacity fee refund per kilowatt-hour level, gas power capacity fee per kilowatt-hour level, and coal-fired capacity fee per kilowatt-hour level. The outbound electricity line loss discount = outbound electricity grid connection price × outbound provincial grid connection line loss rate / (1 - outbound provincial grid connection line loss rate), with the outbound provincial grid connection line loss rate at 1.39%.
