Tianjin has rolled out a new subsidy program for smart home product purchases. Starting in October 2026, individual consumers in Tianjin who buy ten categories of qualifying smart home appliances can receive a subsidy of up to 15% of the price, capped at 1,500 yuan per item. The subsidy will be distributed through vouchers on a first-come, first-served basis, and the program will run until December 31 of this year.
Program Details
The detailed rules for Tianjin's 2026 smart home product purchase subsidy program are set out below. They are designed to implement national decisions on the 2026 consumer goods trade-in initiative, give better play to the policy's role in expanding domestic demand, stabilizing growth and benefiting the people, and further meet residents' demand for green and smart home consumption.
Article 1: Eligible Recipients. The subsidy is available to individual consumers within the administrative area of Tianjin. The delivery address of orders must be within Tianjin's administrative area.
Article 2: Program Period. The program starts in October 2026 (the exact start date will be announced later). Subsidy funds will be allocated on a monthly basis to control the pace of the program and ensure smooth and orderly implementation throughout the year, ending no later than December 31, 2026 (inclusive).
Article 3: Subsidy Scope. Individual consumers who purchase ten categories of products — smart floor washers (smart floor scrubbers, smart robot vacuums), smart range hoods, smart gas stoves (including smart gas integrated stoves), smart dishwashers, smart water purifiers, smart massage chairs, smart fitness equipment (smart treadmills, smart elliptical machines), smart home printers, smart projectors, and action cameras (including integrated gimbal cameras) — will receive a subsidy of 15% of the final sale price, capped at 1,500 yuan per item. Across the city, each consumer may receive a subsidy for one item in each category. Subsidized products must have corresponding smart functions and a valid product barcode issued by the China Article Numbering Center. Categories with energy or water efficiency labels must meet Grade 1 energy or water efficiency standards. Energy and water efficiency grades are based on records filed with the China Energy Label Network and China Water Efficiency Label Network. Each product must have a unique serial number (SN), and manufacturers must have a sound serial number management system and product traceability system.
Article 4: Voucher Application. To ensure the smooth and orderly operation of the program throughout the year, the Municipal Commerce Bureau will allocate subsidy funds on a monthly basis according to the available funding scale and issue a fixed number of subsidy qualification exchange vouchers for online and offline consumption channels on a first-come, first-served basis until they run out. Vouchers are divided into online and offline channels, and vouchers for each channel can only be exchanged for subsidy qualifications in the corresponding channel. Each voucher can be exchanged for one subsidy qualification, and one subsidy qualification can only subsidize one item. Among the ten categories of smart home products covered by this program, each consumer may exchange at most one subsidy qualification per category across online and offline channels combined. Participating consumers can apply for online and offline vouchers through the "Tianjin Consumer Goods Trade-In Subsidy Program" mini-program on the Cloud QuickPass app. Except for the first month of the program, vouchers for each month will be issued at 11:00 on the first day of that month on a first-come, first-served basis until they run out, ending no later than the end of that month. Vouchers are valid only for the applicant during the current month and become invalid after expiration. During the program period, each consumer may apply for no more than 10 vouchers per month and no more than 20 in total for the year. Once a voucher is received, it counts toward the individual's annual total regardless of whether it is used or whether a return occurs after use, and no refunds or replacements will be made.
Article 5: Qualification Exchange. After successfully applying for a voucher, consumers may exchange it in the same month for a subsidy qualification in the relevant category through the "Tianjin Consumer Goods Trade-In Subsidy Program" mini-program on the Cloud QuickPass app. When exchanging an online channel voucher for a subsidy qualification, consumers must specify the e-commerce platform to be used. The subsidy qualification exchanged by a consumer is valid only for the applicant during the current month. After expiration, the consumer must reapply for a voucher and exchange it again before use.
Article 6: Qualification Changes. A subsidy qualification that has been exchanged but not used may be changed to another subsidy category within the valid period of the current month. For online channel subsidy qualifications, the designated e-commerce platform may also be changed within the valid period of the current month.
Article 7: Qualification Verification. To regulate program order, prevent fraudulent applications and ensure precise allocation of subsidy resources, real-name identity verification through Cloud QuickPass is required when consumers exchange subsidy qualifications and when offline channels verify and redeem subsidy qualifications, ensuring that the subsidy qualification is obtained and used by the applicant. When applying for vouchers, the platform will verify the consumer's geographic location information. Consumers outside the city's administrative area cannot apply for vouchers.
Article 8: Use of Qualification. For offline purchases, consumers selecting subsidized products at participating stores must present the subsidy qualification QR code generated by the Cloud QuickPass app. After the cashier scans the code to complete verification of the subsidy qualification, the subsidy will be deducted immediately at payment. For online purchases, consumers must log in under their real name to the "Tianjin Consumer Goods Trade-In Subsidy Program Zone" on the designated e-commerce platform to select subsidized products. After the system automatically verifies the subsidy qualification in the background, the subsidy will be deducted immediately at payment. After the consumer receives the instant subsidy deduction, the corresponding subsidy qualification will be concurrently redeemed.
Article 9: Invoice Issuance. All sales invoices under this program shall be fully digital electronic invoices. Each subsidized product must be ordered, paid for and invoiced separately. The corresponding principle of "one qualification, one product, one order, one payment, one invoice" shall be strictly implemented. Invoice contents shall comply with the unified requirements of the program. The invoiced amount shall be the product sale price including the government subsidy, and the invoice title shall be the consumer's real name.
Article 10: Delivery Address. The delivery address shall be within the city's administrative area. Consumers are obliged to provide the seller with a true, specific and valid delivery address. For products picked up on site, the delivery address shall be the address of the sales location (pickup point). Enclaves within the city that are under the jurisdiction of other provinces or cities (such as Qinghe Farm, Lutai Economic and Technological Development Zone and Hangu Management Zone) are not included in the scope of this program.
Article 11: Product Delivery. To ensure the orderly monthly release and timely payment of subsidy funds, subsidized products purchased in the current month shall be delivered no later than the 10th day of the following month (inclusive). Consumers should reasonably arrange the time for voucher application, subsidized purchases and delivery according to their own needs. Before purchasing subsidized products, they should fully understand the program's requirements on product delivery time and cooperate with the seller to complete delivery on time. Sellers shall, before sale, clearly inform consumers in a prominent manner of the program's delivery time requirements and reach agreement with consumers on the specific delivery time and solutions for failure to complete delivery on time. Any disputes arising therefrom shall be resolved through consultation between the consumer and the seller.
Article 12: Product Returns. For subsidized products purchased in the current month and delivered no later than the 10th day of the following month (inclusive), returns are generally not accepted after the 18th day of the following month (inclusive) except for quality issues. If a return is truly necessary due to failure to deliver on time or product quality issues, and both the consumer and the seller agree, the refund shall be made by returning the amount actually paid by the consumer after the instant subsidy deduction through the original payment channel. After the return and refund procedures are completed, if the corresponding subsidy qualification is still within its valid period, it will be restored for immediate use. If it has exceeded the valid period, the consumer must reapply for a voucher according to the program requirements and exchange it for the corresponding subsidy qualification before use.
Article 13: Consultation and Complaints. Consumers and relevant business entities that need to consult on policies related to this program or file complaints, reports and suggestions on relevant issues may call the Municipal Commerce Bureau hotlines 23537155 and 23537159, or contact participating sellers and e-commerce platforms. For issues involving the use of Cloud QuickPass, they may call China UnionPay customer service at 95516. For issues involving subsidy qualification vouchers, subsidy qualifications and offline seller coordination services, they may call UnionPay Merchant Services customer service at 95534 or follow the "UnionPay Merchant Services 95534" WeChat official account for help through online customer service. These rules shall be interpreted by the Tianjin Municipal Commerce Bureau.
