On March 23, China Construction Bank (CCB) and Shanghai State-owned Capital Investment Co., Ltd. (SSCIC) jointly held a ceremony in Shanghai to inaugurate the nation's first AIC industry merger and acquisition fund and introduce the "Loan-on-Investment" financial product. Key attendees included He Qing, Party Secretary and Director of the Shanghai State-owned Assets Supervision and Administration Commission, and Lei Ming, CCB's Vice President.

The fund, which completed its business registration on September 30, 2025, represents a major breakthrough for SSCIC and CCB in the technology finance sector. It focuses on critical areas of integrated circuit equipment, providing capital support for technology companies' mergers, acquisitions, resource integration, and technological upgrades. The initiative aims to inject long-term capital into the M&A and industrial investment markets, highlighting the role of major state-owned banks in advancing technology finance.

Simultaneously launched, the "Loan-on-Investment" product was introduced by CCB in collaboration with SSCIC and representatives from four portfolio companies. This product adopts an equity-debt linkage model, delivering efficient, precise, and direct comprehensive financial services to create full-cycle, integrated financial solutions for high-quality technology enterprises.

As Shanghai accelerates its "Five Centers" initiative, emphasizing technological innovation and high-end industry leadership, CCB will continue to leverage financial resources to support high-level technological self-reliance. The bank aims to partner with stakeholders to build a new hub for technology finance in Shanghai, contributing significantly to the city's development as an international sci-tech innovation center.

The event was attended by representatives from the Shanghai SASAC, Shanghai Municipal Office of Financial Affairs, SSCIC, as well as CCB's Head Office Investment Banking Department, CCB Investments, CCB Property Insurance, and CCB's Shanghai Branch.
