The "15th Five-Year Plan" for Shenzhen's National Economic and Social Development has been released. It proposes a coordinated push to advance the R&D and manufacturing of AI computing chips, the construction of computing power facilities, and the development of model algorithms, aiming to build an efficient and user-friendly AI technology foundation. The plan emphasizes strengthening the industrial base for computing power chips, promoting the optimization, iteration, and application adaptation of training chips like Ascend and end-side inference chips, and fostering a thriving ecosystem for domestically produced AI computing power. It calls for consolidating a multi-level intelligent computing power base, constructing training infrastructure to high standards, and creating a sustainable computing power supply system characterized by ultra-intelligent collaboration, heterogeneous integration, and ubiquitous, accessible computing. The plan also highlights the need to enhance fundamental AI theoretical research and foundational model architecture innovation, cultivate internationally leading domestically developed general-purpose large models and industry-specific application models, and drive the implementation of model algorithms through high-value application scenarios. By 2030, the city aims to achieve a real-time available computing power scale exceeding 150 EFLOPS, with certain metrics of domestic chips and computing power clusters reaching international advanced levels, ultimately forming a powerful large model base capable of supporting comprehensive applications.
