An industrial park that started from scratch has become a model for cross-provincial cooperation, according to Gui Junling, acting mayor of Dongfang City in Hainan Province. He made the remarks at a press conference in Haikou on August 14, highlighting the Xiang-Qiong Advanced Manufacturing Park as a key example of the city's economic leap forward.
During the "15th Five-Year Plan" period, Dongfang will focus on strengthening the park's supply chain and fostering a new model for regional collaboration, aiming to create a benchmark for cross-provincial industrial parks targeting Southeast Asia, Gui added. The Xiang-Qiong Park, jointly developed by Hunan and Hainan provinces, is a cross-provincial advanced manufacturing platform established to leverage the opportunities of the Hainan Free Trade Port's closure. It serves as a flagship project for regional industrial cooperation in Hainan and a key vehicle for Dongfang to develop advanced manufacturing and modernize its industrial system.
Since its launch in May 2023, the park has attracted 37 companies, with total investment exceeding 15.6 billion yuan. A notable achievement is the completion and operation of Sany Heavy Industry's first global engineering machinery remanufacturing base. The park's innovative model, "Hunan-Hainan Free Trade Port Synergistic Development," has won second prize in Hainan's Third Reform and System Innovation Awards, signaling a rapid build-up of advanced manufacturing clusters.
According to Fu Xingyu, Secretary of the Xiang-Qiong Park Party Working Committee, the park leverages three key advantages: Hainan Free Trade Port policies, Hunan's manufacturing strength, and Dongfang's port location. It focuses on three main areas: First, targeting high-end manufacturing and green development by building a full-chain industrial cluster. Centered on engineering machinery bonded maintenance and remanufacturing, and led by companies like Sany Heavy Industry and Zoomlion Heavy Industry, the park is attracting upstream and downstream suppliers, testing firms, logistics providers, and cross-border trade companies. This creates a closed loop of "import bonded—maintenance and remanufacturing—value-added export," filling a gap in Hainan's high-end equipment remanufacturing sector while aligning with green development goals.
Second, the park capitalizes on Free Trade Port policies, such as zero tariffs, duty-free domestic sales of processed goods, and corporate and personal income tax breaks. By integrating ports, industries, and cities, it facilitates the import of equipment, production, and export to overseas markets. This helps inland manufacturing capacity expand to ASEAN and global markets, supporting Hainan's goals of becoming a "two bases" and "two hubs."
Third, the park deepens Hunan-Hainan collaboration to improve the industrial ecosystem. Through a joint management mechanism, it regularly coordinates industry links, resource sharing, and investment promotion, bringing in technology, projects, and talent. It is also advancing standard factory buildings, infrastructure, government services, and public testing platforms. The park is on the list of Hainan Free Trade Port's zero-carbon industrial parks and is accelerating its transition to a zero-carbon model, continuously enhancing its capacity and business environment.
Looking ahead to the "15th Five-Year Plan" period, Wang Jing, Director of the Dongfang City Commerce Bureau, stated that the Xiang-Qiong Park will serve as the core platform. Using Free Trade Port policy tools like zero tariffs, low taxes, simplified tax systems, and the 30% tariff exemption for processed goods, it will precisely target domestic industrial transfers and support engineering machinery and high-end equipment capacity in expanding to ASEAN. The goal is to form an industrial ecosystem led by chain leaders, supported by suppliers, and driven by investment recruitment.
"We will continue to amplify the park's demonstration effect as a cross-provincial project, focusing on attracting high-value-added industries to make Dongfang a key hub for advanced manufacturing in the province," Wang said. Fu Xingyu added that the park will strengthen its core cluster of engineering machinery remanufacturing, promote integrated efforts to supplement, strengthen, and extend the chain, and actively cultivate emerging sectors like high-end equipment and intelligent special equipment. It will also deepen institutional innovation to maximize the benefits of Hunan-Hainan cooperation, aiming to become a national benchmark for cross-regional collaboration.
