China's Ministry of Industry and Information Technology Issues Guidance to Regulate App Pop-up and Redirect Behavior

In response to the issue of apps displaying disruptive pop-up windows and redirects, China's Ministry of Industry and Information Technology (MIIT) stated that it will guide and supervise relevant internet platforms and smart device manufacturers to strengthen standardized management of how information windows are presented within apps, strictly prohibiting non-compliant pop-ups.

With the increase in various e-commerce promotional activities such as the "618" shopping festival, some apps have been using non-compliant methods in their splash screens and pop-up information windows to induce user clicks, or misleadingly trigger redirects through overly sensitive "shake" features.

To address this, the relevant departments of MIIT convened a special meeting, informing companies of related problem clues discovered during routine inspections. They have demanded that all relevant enterprises immediately conduct self-inspections and rectifications, performing a comprehensive review of all types of information window styles that are already live or about to go live. Companies are required to establish and improve online monitoring mechanisms to promptly remove non-compliant information window styles. They must adhere strictly to compliance boundaries, enhance internal review and compliance management systems, standardize service practices, optimize user experience, effectively prevent violations, and earnestly protect the legitimate rights and interests of users.

Moving forward, MIIT will continue to carry out regular inspections and monitoring. For any discovered violations, it will take actions such as administrative interviews, public notifications, and app removals in accordance with the law.
