Hebei Unveils Up to 20,000 Yuan Subsidy Plan for National Trade-In Program

On February 6, the Hebei Provincial Department of Commerce released two key policy documents regarding trade-in subsidies for 2026. The first, jointly issued by six departments, outlines subsidies for appliance and digital product upgrades. The second, issued by eight departments, focuses on improving the efficiency of automobile trade-ins.

Under the appliance and digital product subsidy scheme, individual consumers can receive subsidies for purchasing six categories of household appliances that meet Grade 1 energy or water efficiency standards. These include refrigerators, washing machines, televisions, air conditioners (including air-source heat pumps), water heaters (including air-energy heat pumps and wall-hung boilers), and computers. Additionally, subsidies apply to four categories of digital and smart products with a single-item selling price not exceeding 6,000 yuan: mobile phones, tablets, smartwatches (or bands), and smart glasses.

The subsidy rate is set at 15% of the final selling price after all discounts. Each person is eligible for one subsidized item per category. The maximum subsidy per household appliance is 1,500 yuan, while the cap for digital and smart products is 500 yuan.

Eligible consumers can obtain subsidy vouchers by completing identity verification through platforms such as the "UnionPay App" or the WeChat mini-program "Hebei Appliance & Digital Upgrade Campaign." Vouchers are issued and valid on the same day.

The automobile trade-in policy supports both scrapping and replacement of old vehicles, with the program running from January 1 to December 31, 2026. Consumers who scrap eligible old cars and purchase new energy passenger vehicles can receive a subsidy of 12% of the new vehicle's selling price (including tax), up to a maximum of 20,000 yuan. Those scrapping eligible fuel-powered passenger vehicles and buying new fuel-powered passenger vehicles with an engine displacement of 2.0 liters or less can receive a 10% subsidy, capped at 15,000 yuan.

For replacement purchases, subsidies are also available: 8% of the new vehicle price (up to 15,000 yuan) for new energy passenger cars, and 6% (up to 13,000 yuan) for eligible fuel-powered passenger cars.
