At the first press conference of the capital's "14th Five-Year Plan" high-quality completion series this morning, Liu Bozheng, Deputy Director of Beijing's Leading Group Office for Promoting Beijing-Tianjin-Hebei Coordinated Development, announced that during the "14th Five-Year Plan" period, the integrated development between Beijing's Tongzhou District and Hebei's Northern Three Counties has advanced significantly, with commuting challenges being rapidly addressed.
The highly anticipated Pinggu Rail Line, once completed, will reduce travel time from Yanjiao to the sub-center to just 9 minutes and to the CBD to only 32 minutes, allowing commuters to enjoy additional rest time and arrive at work more refreshed.
During the "14th Five-Year Plan" period, Beijing-Tianjin-Hebei coordinated development has achieved increasingly tangible results in both "hard connectivity" of infrastructure and "soft connectivity" of industries and public services. Beijing's "new twin wings" development blueprint is gradually unfolding.
Xiong'an New Area emerged from coordinated development initiatives and maintains deep connections with Beijing. Beijing has actively supported the relocation of central government flagship projects, with China SatNet already relocated and operational, while China Huaneng Group and Sinochem headquarters projects are nearing completion. Four universities including Beijing Jiaotong University have begun construction of their Xiong'an campuses, along with Peking University People's Hospital Xiong'an Branch. The Xiong'an Zhongguancun Science and Technology Park has attracted over 200 high-tech enterprises within just two years, creating an innovative ecosystem.
The sub-center shows vibrant development, featuring Universal Theme Park and the "Three Major Cultural Buildings," offering dynamic and tranquil experiences that complement each other perfectly. The integrated development between Tongzhou District and the Northern Three Counties continues to deepen, with Beijing consistently working to resolve commuting challenges. The Changtong Road has been completed and opened to traffic, with cross-border connecting roads now totaling 11, while checkpoint efficiency has been enhanced through upgrades and improvements.
The "Beijing R&D, Tianjin-Hebei Manufacturing" industrial collaboration model is continuously maturing. Liu Bozheng revealed that since the "14th Five-Year Plan" began, Beijing's technology contract transaction value exported to Tianjin and Hebei reached 230.87 billion yuan, nearly double the total amount during the "13th Five-Year Plan" period, reversing the "leapfrog" phenomenon of Beijing's technological achievements.
Industrial collaboration has shifted from previous transfer and承接 models to current industrial chain cooperation, with industrial cluster scales continuously expanding and reaching seven national advanced manufacturing clusters. The combined economic output of the three regions has reached a new milestone of 11.5 trillion yuan, demonstrating stronger momentum for high-quality development.
In terms of public welfare initiatives, the three regions have established 115 medical consortiums, with over 1,300 medical institutions achieving mutual recognition of clinical test results. Air quality directly impacts public health. In 2024, the average annual PM2.5 concentrations in all three regions decreased by approximately 20% compared to 2020. The air quality improvement has achieved a "triple jump" from "invisible stars" a decade ago, to "continuous improvement" five years ago, to today's "frequently clear skies."
"Hebei domestic helpers" have entered Beijing and Tianjin markets, accounting for 38.4% of Beijing's domestic service market, providing high-quality household services to protect the elderly and children in thousands of families. Hebei's pre-processed vegetables hold a 42.5% market share in Beijing, while Chilean cherries from Tianjin Port reach Beijing-Tianjin-Hebei markets within five hours, allowing residents to unknowingly taste the fruits of coordinated development at their dining tables.
