Top Salaries Exceed 3 Million Yuan Annually in New Global Talent Recruitment List Released by Chengdu High-Tech Zone

An international exchange meeting on human resources cooperation took place in Chengdu on September 21st, featuring the theme of connecting global talent to empower industrial chain development. The event received guidance from the Human Resources and Social Security Department of Sichuan Province, the Foreign Affairs and Overseas Chinese Affairs Committee of the Sichuan Provincial People's Congress, and the Human Resources and Social Security Bureau of Chongqing Municipality, while being hosted by the Chengdu Municipal Human Resources and Social Security Bureau and the Party Working Committee and Management Committee of Chengdu High-Tech Zone.

During the event, Chengdu High-Tech Zone unveiled the Western Headhunter Valley Global Talent Recruitment List and the 2026 Guide for Human Resources Services Going Global. The recruitment list targets cutting-edge industries including artificial intelligence, healthcare and biopharmaceuticals, new energy, and semiconductors, offering more than 50 high-level positions with top annual salaries surpassing 3 million yuan. Meanwhile, the guide provides professional direction for local human resources service agencies to expand overseas operations, covering aspects such as international market prospects, compliance requirements, and emerging business models.

On-site at the event, the list was shown to include 54 job openings seeking to recruit more than 80 professionals, with annual salaries ranging from 500,000 yuan plus to 3 million yuan plus. Among these, the positions of Chief Science Officer and Chief Technology Officer each carry annual salaries of 3 million yuan or more, ranking at the top of the list. It was noted that both the CSO and CTO roles are executive positions within enterprises or research institutions. The CSO serves as the highest scientific authority, responsible for formulating research strategies, laying out frontier research directions, overseeing scientific projects and academic compliance, and providing scientific support for decision-making. These roles are commonly found in biopharmaceutical, biotechnology, medical device, new materials, synthetic biology, and frontier AI research companies, as well as some research institutes and functional cosmetics enterprises. The CTO, as the highest technical authority, is tasked with converting research outcomes into products and technical solutions, coordinating technical architecture and engineering development, and ensuring that technology implementation aligns with business needs. This role has broader application across internet, software, semiconductor, intelligent manufacturing, communications, artificial intelligence, and hardware development companies, and is also frequently established in traditional manufacturing and fintech enterprises.

At the exchange meeting, the Human Resources and Social Security Department of Sichuan Province pre-released the Talent Demand Catalog for the Province's 15+N Key Industrial Chains, which systematically organizes the talent needs of the province's core industrial chains and serves as a reference for talent cultivation and the empowerment of industrial chain development through human resources services. In addition, the Chengdu Municipal Human Resources and Social Security Bureau released the 2026 List of Products and Projects for Human Resources Services Empowering Industries in the Chengdu-Deyang-Mianyang-Meishan-Ziyang Region, along with the 2026 Demand List for Market-Based Human Resources Services for Key Industrial Chain Enterprises and Related Sci-Tech Innovation Platforms in Chengdu. These two lists focus respectively on industrial demand and service supply, aiming to enable precise matching between human resources services and enterprise needs while promoting coordinated development of human resources services across the region.

To support the province's industries in expanding overseas markets, the event also launched the Escort Plan for Chengdu Enterprises Going Global under the National Service Export Bases. Enterprises exploring international markets often confront multiple challenges including talent allocation, compliance operations, digital technology, multilingual services, and intellectual property protection, which are difficult for any single institution to handle alone. Accordingly, four national-level bases—covering human resources services, digital services, language services, and intellectual property services in Chengdu—will integrate their core strengths into comprehensive service capabilities. These bases will support enterprises from dimensions such as global talent allocation, digital technology empowerment, multilingual intelligent solutions, and overseas IP layout and protection, providing professional and one-stop support for companies throughout the province to expand into international markets.

The ceremony also included an expansion ceremony for offshore workstations under the Chengdu National Human Resources Service Export Base, where related human resources service enterprises will further extend their existing overseas service networks to offer human resources support for enterprises conducting cross-border business operations.
