Yang Jun, a National People’s Congress deputy and mayor of Xianning City, Hubei Province, stated, "We will adhere to the laws of industrial development, anchor industrial direction with market demand, empower industrial growth through technological innovation, and promote industrial clustering to achieve high-quality development." Deputy Yang Jun noted that, building on Xianning’s industrial foundation and unique advantages, the city is closely aligning with Hubei Province’s “51020” advanced manufacturing industrial clusters and Wuhan’s “965” modern industrial system. By integrating industrial, innovation, capital, and talent chains, Xianning aims to facilitate the efficient flow and optimal allocation of various resource elements on a broader scale. Deputy Yang Jun emphasized that coordinating the development of industrial and cluster systems is crucial for advancing high-quality growth. Following the direction of five pillar industries each targeting a scale of hundreds of billions, Xianning has consolidated local enterprises into 20 key industrial clusters, implementing a chain-cluster development strategy. "By aggregating resources such as policies, projects, capital, and talent, we aim to transform industries from simple 'physical combinations' to meaningful 'chemical reactions,'" Yang Jun said. This year, Xianning aims to cultivate over 30 provincial-level specialized and innovative SMEs, six national manufacturing champion enterprises, and 100 municipal-level innovation pilot enterprises.
