Hebei Province Launches 2026 National Green Manufacturing List Recommendation Process

Hebei Province has officially begun its recommendation process for the 2026 national-level green manufacturing list as part of an initiative to upgrade green manufacturing benchmarks.

The recommendation categories for this year include green factories, green supply chain leading enterprises, and green industrial parks.

Green factories must be manufacturing enterprises established in accordance with the law with independent legal person status or independent accounting units treated as legal persons, and must be engaged in actual production. These factories must demonstrate industry-leading levels in energy low-carbonization, resource efficiency, clean production, product greening, and land intensification. Recommended enterprises must already hold provincial-level green factory status.

Green supply chain leading enterprises should be large enterprise parent companies such as centrally-administered state enterprises or industry-leading enterprises established in accordance with the law with independent legal person status. Priority will be given to industries with strong supply chain linkages, significant supply chain driving effects, and pronounced green low-carbon leading effects, including machinery, automobiles, shipbuilding, electronics, light industry, and textiles. These enterprises must carry out full lifecycle green management covering product design, manufacturing, procurement, logistics, recycling, and circular utilization; implement integrated innovation in manufacturing technology, service technology, and digital technology across upstream and downstream supply chains to achieve quality improvement, cost reduction, and carbon reduction; and maintain industry-leading green supply chain management levels with well-established green procurement management systems and relatively high green procurement ratios that effectively drive green upgrading among small and medium-sized enterprises along the chain.

Green industrial parks must have legally defined boundaries and scopes, possess unified management institutions, and be provincial-level or higher industrial parks primarily focused on product manufacturing and energy supply with industrial value-added accounting for more than 50 percent. These parks must demonstrate leading levels among peer parks in industrial development, energy utilization, resource utilization, infrastructure, and ecological environment. They must carry out co-construction and sharing of infrastructure such as heating and cooling within the park, energy exchange and cascade utilization among enterprises, cross-industry coupling efficiency improvements such as steel-chemical co-production and refining-chemical integration, and explore direct green electricity connections to achieve overall optimization of energy systems and intensive, economical, and circular resource utilization within industrial parks.

Local industry and information technology authorities will conduct dynamic management of existing national green factories and green industrial parks in their regions. The existing national green supply chain management enterprise list will no longer be retained. Existing national green factories and green industrial parks that fail to meet the new evaluation requirements will be removed from the existing list through appropriate procedures at the appropriate time.

Priority recommendations will be given to enterprises such as energy efficiency and water efficiency "front-runners," specialized and sophisticated "little giant" enterprises, national manufacturing single champion demonstration enterprises, provincial water-saving benchmark enterprises, environmental protection performance Grade A enterprises, specialized and sophisticated small and medium-sized enterprises, and provincial green industrial parks.

A responsible official from the Provincial Department of Industry and Information Technology stated that before October 20, local industry and information technology authorities will guide existing national-level green factories and green industrial parks in completing dynamic adjustment and reporting work. Before October 25, they will organize new applicants for green factories, green supply chain leading enterprises, and green industrial parks to complete application filing and review, and submit recommendation opinions and benchmarking reports to the Provincial Department of Industry and Information Technology. The Provincial Department of Industry and Information Technology will conduct preliminary review of recommendation lists from various regions and recommend the best candidates to the Ministry of Industry and Information Technology.
