L3 Autonomous Driving Policy Boost! ROBOSENSE's (02498) Mass-Producible LiDAR EM4 and E1 Achieve Full Coverage

Recently, eight departments including the Ministry of Industry and Information Technology issued a notice on the "Automotive Industry Stable Growth Work Plan (2025-2026)." The plan proposes to advance pilot programs for intelligent connected vehicle access and road operation, conditionally approving L3-level autonomous driving vehicle production access. This marks a new stage in China's autonomous driving development, with policies paving the way for commercial deployment of advanced autonomous driving systems.

According to the Ministry of Industry and Information Technology's "Automotive Driving Automation Classification," the core of L3 autonomous driving lies in responsibility transfer: when the system operates within its responsibility domain, the safety responsibility shifts from the driver to the vehicle manufacturer. To address risks, manufacturers must build ultra-high redundancy perception systems, which places unprecedented stringent requirements on perception capabilities.

Industry analysis indicates that LiDAR, especially high-line-count digital LiDAR, has become an essential safety component for L3 deployment and is now an industry consensus. Leading LiDAR manufacturers like ROBOSENSE (02498) are positioned to benefit most significantly.

ROBOSENSE's high-line-count LiDAR products have already achieved mass production and vehicle integration. Recently, IM Motors' new-generation super large five-seat intelligent SUV "IM LS6" and ZEEKR's ultra-luxury SUV "ZEEKR 009" both feature ROBOSENSE's 520-line digital LiDAR systems.

Currently, ROBOSENSE is the only manufacturer capable of mass-producing 520-line digital LiDAR, maintaining a leading position in this field. In the second half of this year, multiple vehicle models equipped with ROBOSENSE's high-line-count digital LiDAR will be launched successively.

Additionally, next-generation Robotaxi companies including Didi, Pony.ai, and WeRide have all adopted ROBOSENSE's digital LiDAR products.

ROBOSENSE's new-generation automotive digital LiDAR platform EM series has fully entered large-scale mass production. The EMX serves as a "true 192-line" automotive main LiDAR targeting the L2 assisted driving market, while the EM4 is the industry's only mass-producible ultra-500-line digital LiDAR, supporting customization from 520 to 2,160 lines for high-level autonomous driving scenarios.

As L3 autonomous driving policy thresholds become clearer and technology continues to mature, the LiDAR market is expected to welcome even broader growth opportunities.
