Registration Requirements

Applicants must satisfy the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China: (1) Possess the capacity to independently bear civil liability; (2) Maintain a good commercial reputation and a sound financial accounting system; (3) Have the necessary equipment and professional technical capabilities to perform the contract; (4) Have a good record of paying taxes and social security contributions in accordance with the law; (5) Have no major illegal records in business operations within the three years prior to participating in government procurement activities; (6) Meet other conditions prescribed by laws and administrative regulations; (7) Hold the Inspection and Testing Institution Qualification Accreditation Certificate (CMA/CNAS); (8) Applicants must not be listed as dishonest judgment debtors or major tax violation dishonest entities on the "Credit China" website (www.creditchina.gov.cn), nor be included in the record of serious violations of laws and dishonesty in government procurement on the "China Government Procurement Network" (www.ccgp.gov.cn) that prohibits participation in government procurement activities; (9) Entities with the same legal representative or with controlling or management relationships between them are not allowed to participate in the bidding simultaneously; (10) This tender does not accept consortium bids.

Project Scope

The software testing work for the Phase I project of the Xia County Urban Operation Management Service Platform.

Registration Materials

1. Copies of the unified social credit code business license and qualification certificates; 2. A power of attorney issued by the legal representative along with a copy of the ID card; 3. A letter of commitment confirming no bad conduct within the past three years; 4. A quotation sheet. When submitting the above materials, the applicant must provide truthful and valid documents sealed with the official seal or cross-page seal. All materials must be bound into volumes and placed in a sealed file bag. The cover of the sealed bag should indicate the project name, the name of the bidding company, the names of the legal representative and the authorized person, the name and contact number of the person in charge, and be sealed with the official seal. If false materials are provided, our department will pursue legal liability in accordance with laws and regulations.

Selection Method

Under qualified conditions, the cooperative unit will be determined according to the relevant provisions of the "Work Plan on Further Standardizing Bidding and Establishing a Long-term Mechanism" issued by the Xia County Housing and Urban-Rural Development Bureau.
