The General Office of the Qinghai Provincial People's Government recently issued a notice commending regions and units that achieved notable results in implementing major policies and measures in 2025. Haidong City was recognized as an incentivized region for its outstanding performance in the full-chain development of intellectual property creation, utilization, protection, management, and services, with Ping'an District also being selected concurrently.
In recent years, Haidong City has focused on efforts across three key fronts to build a comprehensive intellectual property chain encompassing creation, utilization, protection, management, and services, thereby driving development. On the creation front, the city has concentrated on special industries such as Qinghai embroidery, hand-pulled noodles, and highland barley spirits. This has resulted in the addition of one provincial-level intellectual property advantage enterprise, 156 valid invention patents (including 71 high-value patents), 16,000 valid registered trademarks (accounting for 18% of the provincial total), and 27 geographical indication products (accounting for 25.47% of the provincial total). Additionally, intellectual property pledge financing reached 10 million yuan, and loans totaling 340 million yuan were provided to 36 technology-oriented enterprises.
On the protection front, the city conducted 12 joint special law enforcement operations with multiple departments, investigating 33 trademark infringement cases and 1 case of patent counterfeiting. It also strictly cracked down on the production and sale of counterfeit and substandard forest tree seedlings, with a 100% random inspection pass rate. An intellectual property dispute mediation committee was established, and cross-regional law enforcement collaboration mechanisms were set up with Xining, Lanzhou, and Linxia Prefecture.
On the utilization front, the city added one new provincial-level rights protection assistance station and two trademark brand guidance stations. It brought in 10 agricultural experts to guide special industries and organized 15 enterprises to participate in the Canton Fair, reaching cooperation intentions worth 28 million yuan. The "Huzhu Highland Barley Spirits" National Geographical Indication Product Protection Demonstration Zone passed acceptance inspection, and 19 enterprises were authorized to use the special geographical indication mark.
Under the incentive policy, the Provincial Market Supervision Administration will provide support to Haidong City in areas such as national-level intellectual property powerhouse demonstration zone creation, industrial patent navigation, talent cultivation, and geographical indication application. Going forward, Haidong City will accelerate the construction of a municipal-level intellectual property protection center, implement a patent navigation project for special industries, and work to transform intellectual property advantages into industrial competitive advantages.
