According to a message from the Ministry of Commerce website on October 9, a spokesperson from the Ministry of Commerce answered reporters' questions regarding measures related to the unreliable entity list.

Question: China has once again activated the "unreliable entity list" to impose sanctions on foreign entities such as anti-drone technology companies, TechInsights companies and their subsidiaries. What are the considerations behind this decision?

Answer: In recent years, foreign entities including anti-drone technology companies, TechInsights companies and their subsidiaries have disregarded China's strong opposition and respectively engaged in so-called military technology cooperation with Taiwan, made malicious statements concerning China, and assisted foreign governments in suppressing Chinese enterprises, seriously undermining China's national sovereignty, security and development interests.

Based on the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China and other laws, and in accordance with Article 2 of the Unreliable Entity List Provisions, China is legally pursuing their unlawful responsibilities.

China has always handled unreliable entity list issues prudently, only targeting a very small number of foreign entities that endanger national security in accordance with the law. Foreign entities that operate in good faith and comply with laws have no need to worry.

The Chinese government continues to welcome enterprises from all countries to invest and do business in China, and is committed to providing a stable, fair and predictable business environment for law-abiding foreign enterprises operating in China.

**Announcement by the Unreliable Entity List Working Mechanism on Adding Anti-Drone Technology Companies and Other Foreign Entities to the Unreliable Entity List**

**Unreliable Entity List Working Mechanism Announcement No. 10 of 2025**

To safeguard national sovereignty, security and development interests, and based on the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China and other relevant laws, the Unreliable Entity List Working Mechanism has decided, in accordance with Articles 2, 8 and 10 of the Unreliable Entity List Provisions, to add anti-drone technology companies, TechInsights companies and their subsidiaries and other foreign entities to the unreliable entity list, and adopt the following measures:

1. Prohibit the above entities from engaging in import and export activities related to China; 2. Prohibit the above entities from making new investments within China's territory; 3. Prohibit organizations and individuals within China's territory from conducting relevant transactions, cooperation and other activities with the above entities, particularly prohibiting the transmission of data and provision of sensitive information to the above entities.

Matters not covered in this announcement shall be implemented in accordance with the Unreliable Entity List Provisions.

This announcement takes effect from the date of publication.
